We need to clarify a question that has come to our attention on the above CR. The description of change says, "ALLTELL would like the ability to use a span (range) of telephone numbers and single telephone numbers together on the same LSR for the same customer. Currently, users can 5001, 5002, 5003, and 5009 but cannot enter 5001-5003 and 5009 on the same LSR. There is not mention of a specific product or LSR form to be impacted by the change.

The UR issued for the CR has the following listed in the assumptions and dependencies: Products associated with this candidate are UBL w/NP and UDL w/NP. This request is for ported TNs only. Loop products with number portability are the only products impacted with this request.

The IMA CR is scheduled for the 9.0 Release and will "allow the entry of a range or ranges with individual numbers in any combination on a single request for LNP".

Your Change Request didn't specify a product or LSR form. The UR specified Loop Service with Number Portability. The IMA CR only addresses Number Portability. Different LSR forms are required for Number Portability (NP) vs Loop Service with Number Portability (LSNP). In the 9.0 Release you will see the change for NP but not LSNP.

Is this what you were expecting to see (product/form change) with the 9.0 Release.

We would like a process created to compare CLEC PIC information to what is in Qwest’s Predictor system. Ideally we would like to upload a file to Qwest and have them run a query comparing the PIC information, which resides on a particular Qwest switch and then have the query results returned to the CLEC. We want this process to have the ability to be run on a nightly basis as needed. A second part of this request would be for Qwest to include a query based upon TN’s that would include information and verification that the number does or does not reside on the Qwest switch.

The actual port is visible via their access to the NPAC. With the triggers set the TN will not be removed until the port is successful. Therefore, CLECs already have access to see the actual port.

Currently, line reference numbers for multiloop orders are returned embedded in the message text in the detail section of EDI responses (855Fatal, 865Fatal, 865JEOP) from Qwest. While the line numbers are detectable by provisioners, we would like this information to be placed in its own field (OREF NUM / LNUM) in the EDI response to enable automated flow through of orders.

A follow up call was held with Eschelon on 2/12/02. The attendees were: Bill Markert, Ellen Copley, Kathy Stichter, Alan Zimmerman and Mark Routh. Mark opened the call by reviewing the CR and sstating that Bill had asked for this call to go over a few open issues for the CR. He indicated that the USOCs are now being populated on the MonServ file and that the line reflected in BillMate are now showing up as well as the ANI associated to the USOCs.

It is too difficult to create invoice validation systems when multiple formats of bill mate are received. 10/16/03 CMP Systems Meeting Kathy Stichter/Eschelon asked if this CR could be moved to another section or category. Connie Winston/Qwest stated that was a good idea since the work to complete is still underway. This status of this CR will move to development.

9/18/03 CMP Systems Meeting Lynn Notarianni/Qwest stated that trouble ticket 44886 and a CMP CR SCR061703-03IG are semi related for Western CRIS. Lynn said that we originally were looking to provide the rates with the USOCs on the BOS BDT and now will provide on all formats, not just the BOS BDT. Lynn said that we would work the trouble ticket 44886 and SCR061703-03IG together because of the common resources and common modules. Lynn stated that the targeted implementation date is June of 2004. Kathy Stichter/Eschelon stated that this CR, with that targeted implementation, will be two months shy of 4 years old. Lynn Notarianni/Qwest said that she understood. Bonnie Johnson/Eschelon asked if Qwest was asking them to close this CR. Lynn Notarianni/Qwest said that no, Qwest will be working these together. Bonnie Johnson/Eschelon asked that the CR have the notes updated to reflect this information. Lynn Notarianni/Qwest noted that Qwest would inform the CLECs if there is a change in the date.

8/21/03 CMP systems meeting Lynn Notarianni/Qwest stated that we had a meeting with Eschelon to determine what we needed to do to close this request. She said that the meeting was successful and now we are moving forward with working and scheduling the Date TBD trouble ticket based on that meeting. She indicated that this CR will remain in CLEC Test.

7/17/03 CMP Systems Meeting

Lynn Notarianni/Qwest stated that there is an outstanding trouble ticket with a date of TBD. This trouble ticket is associated with USOCs in the Western Region. We are currently looking at scheduling. 6/19/03 CMP Systems Meeting Lynn Notarianni/Qwest stated that there is an event notification on this with a Date TBD. Lynn stated that there is not yet a date for the patch so the CR will remain open. Kathy Stichter/Eschelon stated that Eschelon is still having problems with Washington & Oregon. This CR will remain in CLEC Test.

5/22/03 CMP Systems Meeting

Kathy Stichter/Eschelon said that this CR needs to remain open. She said that she still is not seeing the USOCs on the Washington bill. There was an event notification that went out on this and they would still like to review the bills.

Lynn, For CR 5043176, Better Explanations of OCC, the USOCs for MOS (Maintenance of Service Charges) are still not showing on our April 5, 2003 bills in Oregon, 503-Z05-0182 & 503-Z05-0210 and our March 25, 2003 bills in Washington, 206-Z25-0026, 206-Z25-0041, 206-Z25-0820. There was a patch that was to fix the problem on 3/14/03. For CR SCR060402-04, BillMate to include CKT ID and date of Qwest dispatch for MOS charges, the CKT IDs are still not showing on our April 1, 2003 bill in Minnesota, 320-Z01-0310 and our March 25, 2003 bills in Washington, 206-Z25-0026, 206-Z25-0041, 206-Z25-0820. This was to be effective on March 17, 2003. I called a ticket into the Help Desk, ticket number 6213921. 4/17/03 CMP Systems Meeting Lynn Notarianni/Qwest indicated that there was a trouble ticket against this CR that had a patch implemented on 3/14/03 that corrected this problem and asked if Eschelon would like to close this CR. Kathy Stichter/Eschelon stated that she would like to leave this CR open one more month. She said that Eschelon’s bills are received at the end of the month and would like to review them before closing.

December 19, 2002 Systems CMP Meeting Kathy Stichter/Eschelon said that she would like this CR to remain open until the trouble ticket is cleared. Connie Winston/Qwest said this CR will remain in CLEC Test until Ticket # 6067501 (See Attachment M for details) is completed.

October 17, 2002 CMP Systems Meeting Michael Buck/Qwest stated that this has been fixed and that Qwest has been working with Kathy Stichter (Eschelon) regarding not seeing USOCs on R orders in WA & MN. Michael stated that per Dan (Busetti), would need to change Western CRIS. Kathy Stichter/Eschelon stated that the only place is seeing this is in Oregon/Utah. I got a response from Dan saying the reason that isn’t is because there would have to be a change in western CRIS, everything else is coming up fine. Jeff Thompson/Qwest stated that we would look into the record order repair issue and make sure we are squared away with that. Bill Markert/Eschelon asked if that means everything else is fixed? Jeff Thompson/Qwest responded yes. Kathy Stichter/Eschelon advised Bill Markert that she has looked at the bills. This CR remains in CLEC Test status.

Discussion from the June 20, 2002 CMP meeting Jeff Thompson/Qwest explained in researching this CR, Qwest determined what is needed to get this to work and is working with the Billing organization to get this scheduled. The Action item will be closed and Qwest will report at a later date with the scheduling details.

Discussion from the May 16 CMP meeting: Kathy Stichter/Eschelon wanted to know what is being done on this CR. Mark Routh/Qwest said that we had talked to Eschelon about closing this CR and opening another CR and they denied that. A new UR has been opened internally to do this work. This work may be completed to go into the new system that will be implemented in July. We will look into when the deployment date of the new system will be. Mark Routh/Qwest provided clarification on what the CR was asking for. Michael Buck/Qwest said that essentially part one has been developed and implemented and the 2nd part is not yet in development. Kathy Stichter/Eschelon said that part 1 has been open for forever. She read the description of Change that specifically asked for USOCs. Kathy Stichter stated that she has no idea what goes on with the Qwest back end systems but her assumption was that this work would have been done months ago. Bonnie Johnson/Eschelon asked why is Qwest only submitting an UR now for this. Mark Routh/Qwest said that Qwest has provided better explanations of OCCs on the invoices for the information that is provided by the systems by the upstream systems (identified when this was first rolled out). He added that since the Western Region does not provide the USOC information on the SOACTVTY.det file, then there was no ability to provide a better explanation of the USOCs to the CLECs. Connie Winston/Qwest said that there is an action item here—Qwest is to complete this particular CR, and we need to let them know when this work is scheduled. The status of development might be misleading; we owe Eschelon some clarification.A follow up call was held with Eschelon on 2/12/02. The attendees were: Bill Markert, Ellen Copley, Kathy Stichter, Alan Zimmerman and Mark Routh. Bill indicated that they were not getting the USOCs populated on the OCC invoice for Washington and Oregon for miscellaneous charges. Alan will look into this and provide the answer on 2/21/02 at the monthly Systems CMP meeting.

Discussion from the April 18, 2002 CMP meeting Kathy Stichter/Eschelon stated that they still have an issue in the Western Region with not giving USOCs. Mark Routh/Qwest stated that the system doesn't provide USOCs and that the development team is investigating how far up they would have to go to provide USOCs. The Wholesale Billing Interface is being upgraded and USOCs may be able to provided in June/July. Mark Routh/ Qwest will call Kathy Stichter/Eschelon off-line to discuss the column formatting issue. Evaluation of the possibility of providing the USOCs will be conducted following completion of development in June/July. That status of this CR is Development

4/8/02 - It has been determined that the USOC information for miscellaneous charges are not provided to the Billmate system and will not appear on the SOACTVTY.det file or the paper invoice. This information was provided to Bill Markert at Eschelon.

In the SOACTVTY (OC&C) files for our resale invoices, columns #1 and #5 have to be reformatted on the Washington and Oregon Billmate files in order to read the account numbers listed in these columns

4/22/02 - Eschelon was able to view the data after small modifications to column attributes on their Excel spreadsheet.

Discussion from the September 19 CMP meeting: Michael Buck/Qwest indicated that Eschelon had requested that status be provided on this CR. According to some recently completed work, Qwest believes this CR should be updated to “CLEC Test.” Kathy Stichter/Eschelon said that the issue is that the USOCs are still not showing in the Western region Jeff Thompson/Qwest said that the reason this stayed open is that the work had been done previously in Eastern/Central. Qwest believes it has completed this work for Western in the first part of September. Qwest would like Eschelon to go back and look at your bills to determine if the work is completed. Kathy Stichter/Eschelon said that she will check bills this month and provide feedback. Mike Buck/Qwest said indicated that the status of the CR would be updated to CLEC Test with review in October for completion. The action item is closed.

4/8/02 - Sent the following response to Bill Markert concerning the missing USOCs on the SOACTVTY report.

Hi Bill,

I have had the Billmate development team looking into your issue concerning the fact that there are no USOCs on the SOACTVTY.det file for miscellaneous charges. What they found is that in the Western region, we don't get associated USOC's with these miscellaneous charges from the upstream systems. And it appears that this is the way the paper bill is generated as well. I asked the Development manager to look into whether this information appears on the files in the Eastern and/or Central regions and he indicated that it does in both of those regions. I have been informed that the systems that provide the Billmate data are being updated later this year. I can't guarantee that we will be able to provide the USOC information in the Western region at that time but I can commit to investigating it and letting you know if that can be done.

Based on this information, I don't believe that we need to have the call tomorrow morning but please let me know if you have any additional questions or concerns.

Nancy Lubamersky of Qwest indicated that a change request was needed. During the AZ 271 workshop last week, Qwest said that Eschelon's comments brought to light an issue regarding the features that should be available with UNE-P but which are currently being rejected by Qwest's systems. (Or, orders are being processed but Qwest is removing the features later.) Generally, Qwest explained that, over time, thousands of USOCs have been developed for approximately 100 features. The same feature (i.e., a feature with the same functionality) may be associated with different USOCs depending on which of the three different regions is involved, different marketing campaigns over the years (where the same functionality was given a different name/USOC), class of service, different rates, etc. At this time, Qwest has loaded only a shorter list of features (with additional features to be added in December) and not the longer list of features that may mean the same thing. Therefore, a CLEC may order a feature using a USOC on the list of features available with UNE-P, but the system may nonetheless reject that order because the USOC doesn't match a different one that is being used within Qwest's systems in that situation. Eschelon understands that Qwest will eventually either load the full list of USOCs or provide mapping from the shorter list(s) to the full list of USOCs. Eschelon also understands that Qwest will not load USOCs until it associates prices (if any) with them. Qwest has indicated that Release 6.0 will include UNE-P-POTS. Because Qwest’s definition of UNE-P-POTS includes features, it seemed that availability and automation of features would have been a part of Release 6.0. If not, Eschelon asks Qwest to take any remaining steps necessary (including loading of all applicable USOCs and, if necessary and appropriate, rates) to ensure that CLECs may order all features that should be available with UNE-P and that Qwest will process those orders in a timely manner. Also, if Qwest is not making certain features (such as AIN or enhanced features) available with UNE-P, Eschelon asks Qwest to automate the process so that CLECs do not have to go to a separate source to identify such features. (This may involve a Feature Availability Matrix as to UNE-P.) As an interim step, Qwest indicated that it would post on its website lists of features/USOCs available with UNE-P, as well as features/USOCs that Qwest believes are not available with UNE-P (such as AIN and enhanced features). Either as part of this Change Request or as an open item, Qwest should explain these steps to the participants in CICMP and notify them when this addition to the website is complete. Rather than rely on recollections about what Qwest said about this issue, the transcript will contain Qwest's specific statements. This issue was discussed in particular on October 10-11, 2000. Much of the discussion took place in conjunction with Qwest Exhibit 4-5 (a drawing by Karen Stewart that was then printed). Nancy Lubamersky should be able to provide this documentation for circulation to CICMP participants. Eschelon requests that Ms. Lubamersky and/or Karen Stewart appear, either in person or by telephone, at the CICMP meeting to explain the particular issue for which Ms. Lubamersky indicated that a Change Request was required.

When adding a new user, have the Access field default to "User" instead of blank and eliminate the access assignment step in the Add process. GTE would only need to perform the Access step if a user needed to be changed from User to Administrator. This would eliminate a very time-consuming/unnecessary step in our U S WEST admin process. Query Function – To be able to query GTE users by Name or UserId, and view the user Access field value. It would be most helpful to be able to view a listing of all GTE users on the US West access database. Listing should be sorted by User Id and include User's Id "Access Status" {i.e., Active/Inactive}.

Sprint wants USW to follow the industry-wide practice of sending FOCs prior to sending Jeopardies.

Sprint needs confirmation of the order first. Then, other arrangements can be made for installation if necessary.

USW sends the Jeopardy before the FOC if they know facilities are not available. This can occur even when availability was confirmed through the Facility Availability Query pre-order transaction (FAQ). Sprint is familiar with USW's disclaimer in its disclosure documentation that availability is not guaranteed, but did not expect the situation to occur as frequently as it does.

USW states in its disclosure document that "A FOC form will be sent to the Co-Provider when an order has been accepted by U S WEST and successfully entered into the U S WEST Service Order Processor". It does not say a Jeopardy will precede the confirmation (full text below).

(US West SOAR, ver 4.2) -

"A FOC is an indicator to the Co-Provider that the order has been entered into U S WEST’s Service Order

Processor systems. A FOC form will be sent to the Co-Provider when an order has been accepted by

U S WEST and successfully entered into the U S WEST Service Order Processor. A FOC will contain the

U S WEST service order number in the “ORD” field. If an LSR is broken up into multiple U S WEST

service orders, the “ORD” field will repeat on the FOC. Note that in this document the Firm Order

Confirmation is referred to as the FOC; however, the actual OBF form is the LSC."

When the EXP, SCA, ALBR, AENG, or CHC fields on the LSR form are populated with a value of 'Y', then the Approver’s name and number are required in the Remarks field. We want to remove this requirement since the 'Y' should be sufficient information for our approval and the extra time for populating the Remarks field is a time-consuming and unnecessary manual effort. The population of these OBF fields provides positive proof of the acceptance of charges. Initiator information is already available on the form.

The call was conducted in order to clarify the CLECs requirements for the S&E Section on the FOC that Qwest provides to the CLECs

MEETING MINUTES

The meeting began with introductions of the attendees. Mark Routh-Qwest welcomed the attendees and stated the meeting was intended to confirm the CLEC’s requirements for the information to be returned on the S&E section of the Firm Order Completion (FOC).

Barbara Campbell – Qwest asked if everyone had a copy of the documentation that was distributed for the meeting.

Barbara Campbell – Qwest read through the Eschelon Change Request. Then she reviewed the sample FOC that was sent to the CLECs

Barbara Campbell – Qwest asked if the sample met the CLECs requirements.

The CLECs all agreed that it did.

Barbara Campbell – Qwest asked if the CLECs would agree to receiving the FOC’s outside of the normal response time due to more information being created.

The CLECs said yes.

The CLECs asked if certain information would be on the FOC.

Barbara Campbell – Qwest said that the S & E section on the FOC would be the same information that they would be getting on their completions notices.

The CLECs asked if they would get another FOC if the information changed.

Barbara Campbell – Qwest said that the FOC process was not changing, just the addition of the S & E section to the FOC, so if they were getting FOCs now when data changed, they would continue to receive them. She asked if this change would be for all products.

The CLECs said yes.

The CLECs asked when this would be implemented.

John Gallegos - Qwest indicated that it could not be done prior release 10.0 (pending the CLEC prioritization of this CR)

RESULTS OF THE DISCUSSION

The CLECs agreed to having the same information on the FOC as they are currently getting on completions notifications.

The CLECs agreed to a possible longer response time for the FOC since more data would be provided.

The CLECs agreed that it would be for all products.

The change would go in to the IMA release 10.0
