Description Of Change |
We offer fiber and copper products to our EU in the QWEST region. It is necessary for us to know what services are available, so we can fulfill the customer request. Currently the results from pre-qualification do not indicate whether the location is copper/fiber or both. We are requesting that the pre-qualification identify whether the site is pre-qualified for copper/fiber or both.

1/27/2014 | Info Received From CLEC | Email received from Integra regarding the CenturyLink response sent as part of January Meeting minutes: Integra continues to believe that Granite’s change request (SCR112213-1) is a request to change “Pre-Order” functionality. Pre-Order functionality falls under the ICAs and CMP Guidelines. Integra would like to work collaboratively to resolve this dispute. Integra proposes that CenturyLink change the denial reason for SCR112213-1 from “Outside the Scope of CMP” to “Economically or Technologically Infeasible”. If CenturyLink is unwilling to change the denial reason, Integra requests that the CenturyLink update the change request history to reflect Integra’s objection to CenturyLink’s determination that SCR112213-1 is outside the scope of CMP. The change request should be updated to note that CenturyLink’s denial does not set a precedent and that Integra reserves our right to dispute similar denials in the future. |
1/29/2014 | Record Update | CenturyLink Response sent to interested CLECs is that after review of the additional CLEC concerns, the CenturyLink SME team has determined that we will continue to stand by the denial of this Granite CR SCR112213-,1 Broadband Pre-qualification, as outside of the scope of CMP. The CenturyLink will update this CR to note the CLEC concerns. CenturyLink notes if a Wholesale customer identifies a functional or system change for a product or process that falls under CMP, customers are free to submit a CMP Change Request for consideration by CenturyLink. In addition,CenturyLink shared that the SME team has been investigating possible options to provide information associated with recent changes in Nebraska around battery backup and a customers need to know which facilities are serving an end user address and which are fiber fed. |

1/15/14 System CMP Meeting Mark Coyne – CenturyLink relayed that this CR was discussed last month and that the CR would be Denied since Broadband products are outside of the scope of CMP. Mark said the draft Response had been sent to Lisa Lynn - Granite Telecommunications and was included in the package. Mark asked if there were any questions. Kim Isaacs - Integra said she had a concern that the Denial identified the CR as outside of the scope of CMP. Kim said she did not agree with that in that PreOrder functionality falls under their ICA and also under CMP. Kim said based on what she could tell, the request was to identify whether a location was copper, fiber or both. Kim said she did not think the Pre-order request was specific to broadband and that understanding fiber to the prem was useful. Mark Coyne – CenturyLink said we would talk with the SME team. Mark said Granite identified on the CR that their request was specific to broadband. Mark said we could setup a separate call if necessary. Kim Isaacs - Integra said thank you. She said the CR becomes a bigger concern due to battery backup changes in Nebraska and that customers will need to know which facilities are serving an end user address and which are fiber fed. Mark Coyne – CenturyLink said we will look at this and determine next steps. Al Finnell – Windstream asked if CenturyLink would share this with just Integra or the entire group. Mark Coyne – CenturyLink said CenturyLink would share next steps with the entire group. Mark asked if there were any more questions. There were none. NOTE: The following email was sent on January 22, 2014 to CLECs participating in the CMP January call to relay the result of the CenturyLink review of Integra’s concern regarding the CR Denial. During the January 15, 2014 CMP Systems Monthly meeting, Kim Isaacs – Integra expressed concern regarding the CenturyLink denial of Granite Change Request SCR112213-1, Broadband Pre qualification. Kim identified that she felt this request was really broader than the CR Description and was associated with PreOrder functionality that falls under their ICA and also under CMP. Kim said she felt the request was to identify whether a location was copper, fiber or both which would be helpful to “fiber to the home” products and would not be specific to Broadband. After further review with the SME team, Centurylink stands by this denial of this CR. During the CR clarification call conducted on December 4, 2013, Granite identified that their CR was very specific to the manual bulk loop qualification request for Broadband Commercial products. This response will also be included as a NOTE in the January Draft System meeting minutes that will be sent for review shortly. 12/11/13 System CMP Meeting Judi O’Day from Granite Telecommunications is the CR originator but was not on the call to present the CR. Susan Lorence – CenturyLink relayed that that the CR was requesting that bulk prequalification requests on Broadband products that CenturyLink does not indicate whether the location is copper/fiber or both. Granite is requesting that the pre-qualification tool identify whether the site is pre-qualified for copper/fiber or both. Susan said a Clarification call had been held on December 4, 2013 and that CenturyLink had relayed that the CR would be denied by CenturyLink as Broadband products are outside of the scope of CMP. Susan said the customer will be working with their Service Management and Product team to consider the options for this request. Mark Coyne – CenturyLink said we will send the denial prior to the next CMP meeting and review it in January. Mark asked if there were any questions. Judi O’Day – Granite then presented the Granite CR that requests that the pre-qualification process identify whether a location is pre-qualified for copper/fiber or both. Bill Campbell – CenturyLink said when Granite says they offer a copper or fiber product, that is not the term that CenturyLink uses for a product. Bill said CenturyLink offers ATM and ADSL or VDSL. Gerry Edwards – Granite said when the IMA prequal tool is used, it qualifies for ADSL or VDSL. Gerry said when they send bulk requests, they only receive results for ADSL. He said there is no notification for the VDSL. Bill Campbell – CenturyLink asked if this request is centered on the bulk qualification. Gerry Edwards – Granite said yes. Susan Lorence – CenturyLink said that CMP does not apply to all CenturyLink products and that Broadband or HSI products do not fall under CMP. Susan said since this CR is specific to broadband, it would be denied as not falling under the scope of CMP. With that being the case, this request for a system change would have to be taken through their service management team. Susan requested confirmation from Bill Campbell whether ADSL or VDSL are solely broadband products. Bill Campbell – CenturyLink said these are all HSI products. Bill recapped the CR and said in IMA today, the underlying architecture is identified. He said that same information is not returned on a bulk qualification request and that Granite is requesting that information with this CR. Gerry Edwards – Granite said this is correct. Susan Lorence – CenturyLink asked if this only applies to HSI. Bill Campbell – CenturyLink said yes and agreed that this request should not come through CMP but it is more of a business to business request that would have to be evaluated. Susan Lorence – CenturyLink said the CR will be presented in the upcoming December CMP meeting but then CenturyLink would send a written response that indicates the CR is denied as Outside of the Scope of CMP. Susan said then the Granite request would be addressed through their Service Manager. Judi O’Day – Granite said they have done that already and it was their service manager that referred them to CMP. Susan Lorence – CenturyLink said we would get with the Service Management team to relay that HSI products do not fall under CMP. Susan asked if there were any other questions. There were none. The clarification call concluded at 10:40 AM MT.

January 9, 2014 Judi O’Day, Granite Telecommunications Subject: SCR112213-1 Broadband Pre qualification This letter is CenturyLink’s response to your Change Management Process (CMP) Change Request (CR) SCR112213-1, Broadband Pre qualification. CR Description: We [Granite Telecommunications] offer fiber and copper products to our EU in the QWEST region. It is necessary for us to know what services are available, so we can fulfill the customer request. Currently the results from pre-qualification do not indicate whether the location is copper/fiber or both. Expected Deliverables/Proposed Implementation Date: We are requesting that the pre-qualification identify whether the site is pre-qualified for copper/fiber or both. History: The CR was submitted on November 22, 2013 and a clarification meeting was held on December 4, 2013 with CLEC and CenturyLink representation. CenturyLink Response: Century Link has reviewed the information submitted as part of Change Request SCR112213-1. As identified in both the Clarification meeting held on December 4, 2013 and also the CMP monthly meeting held on December 11, 2013, CenturyLink has determined that this CR will be Denied based on the fact that the Broadband product is outside of the scope of the CMP. As discussed on the Clarification call, Granite representatives and the CenturyLink Service Management and Product team will consider the options for a solution to this request.
