Description Of Change
Qwest currently uses the WFA system for all trouble reporting. It was designed to only handle a single circuit per trouble report. Consequently, credits for circuit outages are limited to a single circuit per trouble report. The CLEC may request individual tickets to ensure credit, as appropriate, for each affected curcuit. 12/3/01 - Clarification Meeting

Attendees: Kathy Stichter, Darlene Barber, Lynn Stecklein Adhoc meetings held with Cheryl Mcmahon and Bud Witte

The purpose of this meeting was to clarify the above request. Eschelon is requesting Qwest to investigate option for modifying the WFA system to address multiple credits for circuit outages per trouble report. Darlene Barber had not questions regarding the request. She did confirm that WFA is a Telecordia system. Also WFA cannot read the narritive. WFA can only give credit on 1 circuit not multiple circuits. This request is related to a Product and Process CR5579345. The Qwest response confirmed that multiple trouble reports will be accepted on a single repair ticket if all 3 of the following criteria was met: Same exact trouble on each line, same end user location and same customer name for end user. However, Qwest uses WFA for all trouble reporting. It was designed to only handle a single circuit per trouble report. Credits for circuit outages are limited to a signal circuit per trouble report. Kathy also advised this request was for designed services.

The clarification meeting was held on 12/03/01 and the LOE has been determined to be large.

March 15, 2002 Qwest Response

The email below constitutes a deny response for CMP request SCR112101-2 to have WFA-C capable of having multiple circuit troubles entered on a single ticket with all circuits as candidates for credit.

Qwest has obtained vendor estimates to have multiple circuits be applied against a single trouble ticket. This effort was estimated at $1-10M by Telcordia. At this time, Qwest does not intend to proceed with this effort for a mechanized solution, but wishes to re-emphasis that three options exist to accomplish the same goal.

There are three options available to the CLEC if the CLEC trouble includes multiple circuits. The options are as follows:

1) The RSA will put multiple circuits on a single ticket at the CLEC's request. This is dependent on the number of circuits allowed on a single ticket and must apply to the same customer at the same location reporting the same trouble. It should be noted that the CLEC must stay on the line while the ticket is created. Only the lead circuit will be a candidate for a credit. To obtain credit on each circuit the CLEC must contact their account representative.

2) The RSA will issue a separate ticket per trouble, at the CLEC's request, and each circuit is a candidate for credit.

3) The RSA may create a primary ticket, at the CLEC's request, and fax in the remaining circuits. The RSA will create a separate ticket for each circuit and each circuit will be a candidate for credit.
