Covad continues to experience false positive results from Qwests pre-qual tools when placing linesharing orders. Covad requests that Qwest provide a flag that identifies if a loop is currently a 3rd party voice line, a resale line, or has existing DSL on the line. The addition of these flags would reduce the number of rejected orders due to lack of sufficient pre-qual data.
Expected Deliverables/Proposed Implementation Date (if applicable): Add the 3 requested flags to the Bulk Pre-Qual Extract and also include in pre-qual order process. / Next software release or sooner.

1/22/04 CMP Systems Meeting John Berard/Covad stated that Covad is okay to close this CR. This CR moves to Completed status. 12/17/03 CMP Systems Meeting John Berard/Covad said that he opened a trouble ticket yesterday because the raw loop extract had not been updated. Lynn Notarianni/Qwest stated that she thought this CR was not related to that issue. - 12/09/02- 3:00PM Introduction of Attendees: Mike Zulevic-Covad, John Barard-Covad, Berkley Loggie-Qwest, Conrad Evans-Qwest, Monica Manning-Qwest, Laurel Nolan-Qwest Review Requested (Description of Change) Nolan-Qwest reviewed the title and description of change as stated on the CR form. Nolan-Qwest then reviewed the expected deliverables as stated on the CR form. "Add the 3 requested flags to the Bulk Pre-Qual Extract and also include in pre-qual order process. Next software release or sooner." Manning-Qwest asked about Covad's use of the pre-qual loop qual tool or raw loop data tool. Zulevic-Covad stated that the CR applied to any tool used for line sharing services. He stated that Covad was currently using the raw loop data tool. Manning-Qwest asked if Covad was trying to determine what lines were available for line sharing. Zulevic-Covad stated that it was different then loop splitting. Barard-Covad stated that Covad currently recieves a downloard file. He stated that they wanted flags. Manning-Qwest asked if they received a bulk file and asked how they requested the file. Barard-Covad stated that he did not know exactly, but that product support sends the information to Covad. Manning-Qwest asked if they had problems getting information through the CSR. Barard-Covad stated that the information was received differently then other ILECs. He stated that it was much smoother then getting the information off of the CSR. Nolan-Qwest asked Covad if there were any additions or corrections. Nolan-Qwest asked if there were any additional comments and then read the expected deliverables as listed on the CR form. Confirm Interfaces and Products Impacted: IMA Common. Zulevic-Covad stated that the product should be Line sharing. Nolan-Qwest stated that she would update the products in the CR form. Confirm Right Personnel Involved - All appropriate personnel participated in the clarification meeting. Establish Action Plan - Nolan-Qwest stated that Covad had presented the CR as a walk on in the November meeting and that Qwest would provide a response at the December CMP meeting.

DRAFT RESPONSE December 10, 2002 RE: SCR112002-01- Addition of 3rd Party Voice, Re-Sale, and existing DSL Flag added to all Qwest Pre-Qual Tools. Qwest has reviewed the information submitted as part of Change Request (SCR112002-01). Based upon the scope of this CR as agreed to in the Clarification Meeting, Qwest is able to provide an estimated Level of Effort (LOE) of 1500-2500 hours for this IMA Change Request. At the next Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Any clarifications and/or modifications identified at that time will be incorporated into Qwest's further evaluation of this Change Request.
