Description Of Change
Covad continues to experience a significant reject rate for our UNE and Line Shared LSRs. It appears that the systems in different Qwest regions use different standards or conventions for name and address information resulting in mismatches between the Qwest CSR and the information provided by Covad on the LSR. Covad requests that Qwest modify the existing data and ongoing requirements in their provisioning related OSS to conform to a single set of standards relative to name and address requirements. If this proves impractical, Covad requests Qwest provide documentation by region of the name and address conventions used by each provisioning system so that Covad can attempt to modify it’s OSS to adapt to the regional inconsistencies.

Monthly CMP Systems Meeting Date, December 20, 2002

Zulevic-Covad stated that he wanted to withdrawl the CR based on the other existing CRs. See Meeting Minutes.

Additional meeting: Wednesday, December 18, 2002 Time: 3:00pm-3:35pm

Introduction of Attendees Mike Zulivic-Covad, John Barard-Covad, Sheila Hougeman-Covad, Sandy Caron-Covad, Jill Martain-Qwest, Conrad Evans-Qwest, Laurel Nolan-Qwest CRPM

Martain-Qwest stated that after the clarification call Qwest looked and the system change and determined that it would be very large. She continued that with the current E911 conversion, there will be a lot of exceptions occurring to the requested documentation. She stated that Qwest was looking at other solutions to Covad's issue and that there might be process solutions. She asked if Covad believed that the problem was with LSR being accepted and then reject or LSR being rejected immediately. Zulevic-Covad stated that Covad was looking for a way to get LSRs to flow through and eliminate rejects. He stated that Covad was looking for a solution and that they had submitted several CRs relating to the problem. He stated that he understood that the change would be a very large effort. He continued that he wanted to work together with Qwest on a solution and that he wanted to increase flow through and decrease rejects. He then stated that Covad had experienced inconstancies between the Raw Loop Data Tool and the Pre-Qual Tool. Martain-Qwest stated that that Qwest was researching the option of changing or relaxing edits for different conversion activity. She continued that if Covad was able to provide the customer name and location then a match might be possible. Zulevic-Covad stated that Covad was not currently doing a lot of conversions, but that they hoped to in the future. He stated that they needed a solution for new orders. Martain-Qwest asked if Covad had existing CSRs. Zulevic-Covad stated that they did for line sharing customers. Martain-Qwest stated that Qwest could work with Covad to create process rules and that Qwest wanted to insure that they were not taking down the wrong customer. Zulevic-Covad stated that 99% of the orders were on existing CSRs where the customer was adding DSL or adding a data line. Martain-Qwest suggested that Qwest and Covad work together on an alternate solution. Zulevic-Covad stated that they had several CRs issued because different products provide different information. Caron-Covad stated that they have found inconstancies between the Loop Qual Tool and the Raw Loop Data Tool. She stated that they provide different answers. Martain-Qwest asked if Covad was looking for address validation or if they were looking at conditioning. Caron-Covad stated that they were looking at conditioning and that she understood that it was a seperate issue from this call. Hougeman-Covad stated that they were primary having issues with pre-ordering rejects, but that they had had problems with pre and post. She stated that she was recently on a call with Beth King-Qwest in regards to rejected orders and IMA. She also stated the difference between the Loop Qual Tool and the Raw Loop Data Tool.

Martain-Qwest asked if this proposed solution addressed just this CR or if addressed all of Covad's related CRs. Zulevic-Covad stated that he might issue a CR on the Loop Qual Tool and the Raw Loop Data Tool issue, but that he was ok with this CR. Martain-Qwest asked if Covad wanted to keep the CR open or if it could be closed or withdrawn and if Qwest could work with Covad to move ahead with the proposal for the other existing Covad CRs. Zulevic-Covad asked for a caucus with the other Covad participants. He then returned to the call and stated that Covad would withdraw the CR and work with Qwest on a solution for the other CRs. He stated that Covad would issue an additional CR for the Loop Qual Tool and the Raw Loop Data Tool issue.

Nolan-Qwest stated that the CR would be discussed in the next day's CMP System Meeting and that the status would not reflect the current information due to the distribution package already being published. She stated that Zulevic-Covad could state that his request to withdrawal the CR when it was brought up for discussion. Zulevic-Covad agreed.

Clarification meeting: Friday, November 15, 2002 Time: 1:00pm-1:30pm

Introduction of Attendees Mike Zulivic-Covad, Monica Manning-Qwest, Jill Martain-Qwest, Shonna Pasionek-Qwest, Laurel Nolan-Qwest CRPM

Review of Request: Nolan-Qwest read the description as posted on the CR from Covad. She stated that the CR had been presented as a walk on during the CMP Systems Meeting on November 21. She asked Zulivic-Covad if there were any additions to the CR. Martain-Qwest asked about the discussion at the systems meeting. Zulevic-Covad stated that the CR tieded into others and that he was looking for a way to deal with mismatches. Manning-Qwest asked if Covad was having problems with validating CSRs in preordering and receiving errors OR if Covad was validating and then receiving a reject later. Zulevic-Covad stated that he did not think they were using the raw loop data tool, but he stated that he would check. Nolan-Qwest suggested that he send the information to her and she would distribute to the team. Zulevic-Covad stated that the way SCRs were populated were regional and suggested that there were region wide specifications. Manning-Qwest stated that there were differences within regions and that they were slowly converting to a standardized system with E911 and going to the postal standard. She stated that the pre-order validation tool is available.

Confirm Areas and Products Impacted Nolan-Qwest reviewed the products and systems listed and asked if there were any additions.

Identify/Confirm CLEC's expectations Nolan-Qwest stated that Covad had requesed a Jan 1, 2003 date. She stated that the CR would be available for the 13.0 prioritization of IMA in the December 19th meeting.

Establish Action Plan Nolan-Qwest stated that Qwest will provide a response at the December 19th CMP Systems Meeting.

Nolan-Qwest asked if there were any other questions or concerns. No questions.

RE: SCR111102-01-Standardize System Terminology in All Regions

Qwest has reviewed the information submitted as part of Change Request (SCR111102-01). Based upon research that has been conducted following the Clarification meeting. Qwest is working to clarify each issue in order to develop potential solutions. Qwest will continue to research the CR, and will provide an updated response at the December Systems CMP Meeting.

Qwest is working diligently to address this Change Request and to provide the most accurate LOE possible. At the December CMP Monthly Systems Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Qwest is Systems CMP Meeting into further evaluation of this Change Request.
