7/17/2013 System CMP Meeting SCR050812-1X CenturyLink’s recognition of to be decommissioned copper routes SCR101111-4IG IMA – LSOG - LSR Form Update Phase 2 Mark Coyne – CenturyLink relayed these CRs are associated with IMA Release 34.0 which was implemented on May 20, 2013. Mark said there was an Action item specific to the Copper Decommission CR that was discussed last month that would be addressed under Attachment I. CenturyLink would like to move these CRs to a Completed status. Kim Isaacs – Integra asked if the open point for the CR would then be tracked as a separate Action item. Lori Burchett – CenturyLink said she was working with Jamal Boudhaouia (CenturyLink) and thought the remaining terminals had been added to the table. Kim Isaacs – Integra relayed there is still an open trouble ticket on this CR. Lori Burchett – CenturyLink said that there is still a pending trouble ticket that relays that the Copper Retirement response may not be as expected. We will get back with Jamal to see if that has been resolved. Mark Coyne – CenturyLink said we will leave this CR in CLEC Test but requested confirmation that it was OK to close the LSOG CR. There were no objections.
5/15/2013 System CMP Meeting Susan Lorence – CenturyLink said these CRs are associated with IMA Release 34.0 that was scheduled for implementation on May 20, 2013. The CRs will be moved to CLEC Test as of that date. 5/15/2013 Product Process CMP Meeting - Walk on Susan Lorence– CenturyLink relayed that Integra submitted a Walkon request on May 13 which is posted to the calendar entry. Susan relayed the LSOG notice associated with IMA Release 34 was sent on April 22 which included updates associated with CR SCR101111-4IG IMA – LSOG LSR Form Update Phase 2. Formal comments were received on the notice and CenturyLink responded with a formal response which is posted to the Product/Process Document Review Archive site associated with the April 22 notification. Susan said that Integra had submitted additional comments following the formal CenturyLink response and that the Integra Walkon request includes the additional email exchange between Integra and CenturyLink. Kim Isaacs - Integra provided an overview of the background and the concerns as listed in her comments posted to the calendar that are associated with the CenturyLink use of Conditional/Optional designations in the LSOG. Kim said “conditional” is used when the only conditions are that the field is “optional” or “not required”. Kim said that CenturyLink is really not using these fields but that is not clear. This has caused an issue in the past and relayed the example of the ALTIMPCON field included in the Walkon request. Kim said there are two things that need to be addressed: 1) These fields are now unclear as to what action CenturyLink will really take on these fields and the request is to be very clear and eliminate any ambiguity. Kim said she has been saying this for quite a long time that CenturyLink and the CLECs need to be sure we are “singing from the same hymnal”. 2) There is concern that at some point CenturyLink will make an update to these fields as a process change vs. a system change to make the fields required. This would cause CLECs to make system changes in the middle of a release. Kim said she would like CenturyLink to put in writing that changes to the Conditional /Optional fields will be a system notification and will be part of a major release. Kim Isaacs – Integra relayed a recent situation where clarity must be required. Kim said on UBL disconnects, documentation shows IMPCON is not required. However on DS1 and above, CenturyLink expects to see the information since CenturyLink calls the CLEC to accept the submitted disconnect. Kim said because the rules were unclear, it required rework by Integra. Kim said she is requesting that it be very clear that CenturyLink is not using the fields at this time and that this can be done and still be LSOG compliant. Denise Martinez – CenturyLink apologized for the confusion this issue has caused in the past and said CenturyLink definitely wants clarity also. Denise reviewed the Walkon email submitted by Integra. The key responses that Denise provided are listed here and are also provided associated with each item in the updated Walkon document on the calendar. - CenturyLink is in agreement that the fields Integra is referencing need to be changed from Conditional to Optional. This will occur in both the LSOG and DWS. - To be clear on the CenturyLink intent, for each field that is of concern, CenturyLink will put the “not used” statement back in and will include it at the very first of the FYI statement. The updated statement will read as follows: For Information Only: CenturyLink does not have a current use for this information. If field data is populated by the customer, integrity edits are applied against field length, characteristics, and valid values. - CenturyLink agrees to continue to make changes to the fields in question as part of a system CR. That has been the approach in the past and it will continue to be the CenturyLink going forward plan. Kim Isaacs – Integra said regarding the second response that the statement provided clarity. In regard to the third response, Kim requested confirmation that there would be no changes to these fields outside of a release. Denise Martinez – CenturyLink reaffirmed the CenturyLink intent which has always been to have any changes to required usage be made in association to a release. Kim Isaacs – Integra recapped that CenturyLink will make changes at the field level to make these fields Optional and will be adding the FYI statement identified above. Denise Martinez – CenturyLink said yes. Kim Isaacs – Integra said she thought that would address her concerns. Randee Ryan - Comcast thanked Denise for the updates and said Comcast had these same concerns. Randee asked if the responses would be included in writing and where would they be posted. Denise Martinez – CenturyLink said yes, they would be in writing. Susan Lorence– CenturyLink said we will include the CenturyLink responses in the meeting minutes and will also post the Integra Walkon that includes the CenturyLink response to the Document Review Archive associated with the April 22, 2013 notification. Susan asked if that was satisfactory. Randee Ryan - Comcast said yes. Kim Isaacs – Integra asked if the changes would be in the June Addendum. Susan Lorence– CenturyLink said both the DWS and LSOG updates would be included in the first Addendum on June 3, 2013. Denise Martinez – CenturyLink asked if the concerns expressed by Integra had been satisfied. Kim Isaacs – Integra said they had. 3/20/2013 Product Process CMP Meeting Mark Coyne – CenturyLink said that we have a Walk on item associated with the upcoming LSOG changes in Release 34 scheduled for May. Mark said there was no documentation available yet to review yet but wanted John Hansen – CenturyLink to review the upcoming documentation changes that will be considerable. John Hansen – CenturyLink relayed that the changes for LSOG to move toward the OBF standards are extensive. This will be associated with Release 34. John said there is a lot of renumbering to add all of the OBF values not currently there to the CenturyLink version of the LSOG. John said there are three instances of OBF values that were added but will not be used by CenturyLink: Feature Activity, A Feature, and A Feature Detail. There are still instances where the CenturyLink values are maintained due to the needs of the business. The document in Word format has a lot of redline but not as much as John thought there would be. He said the Excel forms have not been redlined, instead those forms were created as new. John asked if there were any questions. Jeff Sonnier – Sprint asked when the document would be available for review. John Hansen – CenturyLink said the date is April 18. Bonnie Johnson – Minnesota Department of Commerce asked what documentation in the package was being referenced. Susan Lorence – CenturyLink relayed that there were no documents but that the System CR associated with the LSOG changes that were under discussion are associated with change request SCR101111-4IG, IMA – LSOG – LSR Form Update Phase 2. Susan said there are a lot of fields that are impacted. John Hansen – CenturyLink said there might be up to 100 fields that are impacted which was a challenge. Kim Isaacs – Integra asked if there were any PCAT updates associated with the change. John Hansen – CenturyLink said he did not think so and that he hopes the PCATs do not go to that level of detail. 12/12/2012 Systems CMP Meeting Mark Coyne – CenturyLink said the CR was revised as of 12/7/12 to be specific to LSR form only. Mark said the CR originally addressed four forms and has been broken up to address each form individually. New CRs were created for the End User Form Update, Number Portability Form Update, and Hunt Group Information Form Update. The original LOE for this CR was 5200-6200 hours which was provided in the September CMP meeting. The revised LOE specific to LSR form is 4400-4700 hours. This revised CR is included in IMA Release 34 Packaging. Kim Isaacs – Integra asked if the other CRs would be re presented. Susan Lorence – CenturyLink said the form changes were presented as of October of 2011 and no other changes were included on these CRs. Susan said the same content is available and the same dates were used. As new information is available for these CRs, CenturyLink would present that information in CMP. Kim Isaacs – Integra said she does not remember that we have gone through this process before and would look at how they appeared and would let CenturyLink know of any questions. 11/14/2012 Systems CMP Meeting Mark Coyne – CenturyLink said the LOE is 5200-6200 hours. The CenturyLink SME team is continuing to investigate options to include this CR in IMA Release 34 along with SCR050812-1X, CenturyLink’s recognition of to be decommissioned copper routes. Mark said Centurylink will share the plans for this CR in December when Release 34 is to be Packaged. 10/17/2012 Systems CMP Meeting Mark Coyne – CenturyLink said the LOE is 5200-6200 hours and it was provided last month. He said CenturyLink is currently investigating options for this CR for IMA Release 34 Packaging based on the priority of the Decommissioned copper routes CR. Mark said the options are to break up the CR or use the SCRP process. Mark asked if there were any questions. There were none. 09/19/2012 Systems CMP Meeting Mark Coyne – CenturyLink said that this CR was revised as of 09/14/2012. The new title is IMA – LSOG - Multiple Form Update Phase 2 and the Description was updated. Mark said the revised CR is included in the package. Chuck Anderson – CenturyLink presented the CR revisions which includes an expanded scope to now include four forms: (Local Service Request), EU (End User), NP (Number Portability), and HGI (Hunt Group Information). He said the LOE as of now is a swag of 5200-6200 hours. Chuck said the effort is to bring the LSOG fields into compliance and that we have a start at that in the December release. Chuck said in regard to the DL form CR (SCR101111-5IG IMA – LSOG – DL Form Update), we are waiting for OBF to finalize updates before proceeding so we do not have to work this form twice. Kim Isaacs – Integra asked if the LOE for the Phase 2 CR will be spread over several releases or will it take up a full release. Kim asked if all four form updates will occur in the same release. Chuck Anderson – CenturyLink said the LOE is for the four forms and there may need to be prioritization. Chuck said we would like to do all four forms at the same time to work toward OBF compliance but we need to work around the needs of the customer community. Kim Isaacs – Integra asked for explanation around the direction to become OBF compliant as it has not been a prior focus of Qwest. She said many customers have coded to the Qwest non-compliance version of forms. Chuck Anderson – CenturyLink said it is a new day with a new company with a corporate direction to become compliant. He said there will still be a need for some “one-off” requirements, and referred to Product forms but said other forms would become more compliant. Kim Isaacs – Integra asked if Legacy CenturyLink and Embarq are LSOG 10 and whether all CenturyLink entities were going to match up regarding compliance. Chuck Anderson – CenturyLink said the other entities are LSOG 10 compliant (2004) but not 1Q2010 compliant. Chuck said he can only speak to IMA but thought all entities were trying to match up. Kim Isaacs – Integra asked how many hours were available for upcoming releases? Mark Coyne – CenturyLink said that is being looked at now and that he did not expect it to be different than the current year which is 6500 hours per release. Mark said the CR would be subject to prioritization with other candidates. Kim Isaacs – Integra asked if CenturyLink would use the Special Request process. (10/1/12 Updates received from Integra in CAPS) IF SO, since it impacts [delete CUSTOMER] CLEC’S workload, [delete AND] CLECS would like to know as soon as possible. Mark Coyne – CenturyLink said that the Special Request process had not been explored but we would let customers know right away if we look at that option but it depends on what is pending for the first 2013 release. Randee Ryan – Comcast asked if there is a timeframe that CenturyLink will provide the specific fields for each form. Mark Coyne – CenturyLink said we would try to have them by the October meeting. Chuck Anderson – CenturyLink said he would work with the SME team to put together the information for each form and would provide it soon. Carol Frike – Neustar asked what the impact is in regard to the LSR and EU forms being phased in over multiple releases. Chuck Anderson – CenturyLink said he thought Carol was asking about the multi release impacts and said that is handled via mapping. He said customers only need to start using the updated forms when they migrate to the upcoming release assuming it is Release 34 for these forms. Carol Frike – Neustar said she did not understand how it would work. She asked how the two main forms that go with every release will work in a phased approach and asked if the LSOG version is passed in the header. Chuck Anderson – CenturyLink said for Release 34, the LSR form would come up to the current version and other forms remain as is. He said as each form is addressed, it would migrate to the newest version and all forms would be up to date by the end state. Chuck said in regard to the version in the header, he thought that was the CenturyLink version vs. the LSOG version. Chuck said at the risk of oversimplifying it, it was no different to what happens today with the out of synch forms. Carol Frike – Neustar said she wanted to make sure there was no issue with the two main forms. Steph Prull – Integra said she is curious how this will work and that we need to be cautious to insure things are in synch. She said for those companies that use vendors, they will need to move all forms to the LSOG 10 version and then map certain forms backwards. Steph said it could get ugly for some companies by the mismatching of versions. Chuck Anderson – CenturyLink said he will take that back to the team and would lay out a plan. Randee Ryan – Comcast asked for confirmation whether this was only addressing former Qwest systems. Chuck Anderson – CenturyLink said the discussion has been specific to the IMA XML and IMA GUI interfaces and that he could not speak to legacy CenturyLink. Mark Coyne – CenturyLink said this CR is specific to IMA. Mark asked if there were any other questions. There were none. 08/15/2012 Systems CMP Meeting Mark Coyne – CenturyLink stated that the two CRs on the list, SCR101111-4IG and SCR101111-5IG were still pending LOEs and would be considered in 2013. 07/18/2012 Systems Monthly CMP Meeting Mark Coyne – CenturyLink stated that the two CRs on the list, SCR101111-4IG and SCR101111-5IG were still pending LOEs. 06/20/12 Systems CMP Meeting Mark Coyne – CenturyLink stated that the LOE for the LSOG Phase 1 CR is 2200 hours. LOEs for SCR101111-4IG and SCR101111-5IG are still under evaluation. 04/18/12 Systems CMP Meeting Mark Coyne – CenturyLink stated that we are still waiting for LOEs on the three IMA LSOG CRs. Mark said the SMEs are continuing to analyze each form which is a huge project. They hope to be done within 30-45 days. 3/21/12 Systems CMP Meeting Mark Coyne – CenturyLink stated that we were still waiting for LOEs on the three IMA LSOG CRs though we hope to get them included in IMA Release 33.0.
