Currently today when a ticket is generated via MEDIACC - EBTA, there is no Trouble Isolation Charge/Field Dispatch authorization on the trouble reports. This is due to the fact that there are no industry transaction sets relevant to TIC/Dispatch authorization. Therefore, the user is forced to type TIC-Y into the additional information field. If no TIC info is populated on the narrative the trouble report is automatically sent to a Tier II screener for manual handling and bypasses any automated process established for most tickets. This can increase the MTTR. Since tickets generated electronically via MEDIACC automatically authorized TIC, Qwest would like TIC-Y on all trouble reports generated electronically via MEDIACC.

12/14/05 Systems CMP Meeting Jill Martain/Qwest stated that this CR deployed on December 12th and stated that Qwest was ready to close the CR. There was no objection. This CR is closed.
11/16/05 Systems CMP Meeting Jill Martain/Qwest stated that that the targeted implementation for this CR is December 12, 2005. She said that based on the adhoc meeting held with the CLECs a Level 2 notice will be sent for the PCAT update and a System Courtesy Notice will be sent.

She said that the intent of this request is to mechanize an existing manual process in MEDIAAC. Lynn stated that when this CR was discussed in the Monthly meeting there were questions raised that rquired further discussion and clarification. She said that Qwest agreed to schedule and adhoc meeting to eliminate any confusion that still may exist with this CR. Cathy Garcia - Qwest stated that Qwest will write code that will generate TIC = Y on all MEDIAAC tickets. Jim Recker - Qwest stated that the Joint Implementation Agreement (JIA) section 5.6.1 supports the mechanized solution. Shon Edmonds - McLeod stated that McLeod supports this mechanization. Bonnie Johnson - Eschelon stated that they are not opposed to mechanization. She asked why MEDIAAC can't be handled like CEMR. Cathy Garcia - Qwest said that there is no transaction set to authorize TIC in MEDIAAC and could take up to two years to implement. She said that authorization is an assumed process and that all we are going to add is TIC = Y. Bonnie Johnson/Eschelon asked if Qwest was creating a field to authorize upfront with this CR. Chris Viveros/Qwest said that this CR is supporting the existing process. He stated that we are looking to enhance this process with having the system mechanized. Cathy Garcia/Qwest said that this will eliminate the manual handling on these tickets. Bonnie Johnson/Eschelon said that if they use CEMR – TIC N takes one path and TIC Y takes another path. She said that if they use MEDIAAC they have no option Cathy Garcia/Qwest stated that MEDIAAC is an Industry Standard and there is no transaction set to authorize TIC. Steph Prull/Eschelon asked if there was no transaction set, how it was being done. Cathy Garcia/Qwest said that we will add 5 characters to the narrative and that no CLEC code is required. Bonnie Johnson/Eschelon stated that the PCAT says that by opening a non design ticket you are authorizing TIC. She said that if Eschelon moves from CEMR to MEDIAAC, and there is no option to authorize or not authorize dispatch, that it may stop them from considering to move to MEDIAAC. Chris Viveros/Qwest said that currently there are multiple options to report trouble. He said that if you choose MEDIAAC you are authorizing TIC and with this request would like to mechanically put it in remarks. Chris said that today you use the interface & ticket gets slowed down due to manual processing. Bonnie Johnson/Eschelon said that this may be in conflict with the process documentation and is (Comments to minutes received from Eschelon 10/27/05) news for Eschelon. Cathy Garcia/Qwest said that on the design side if you open a ticket in CEMR it means it is authorized and we want to mechanize the MEDIAAC process. Steph Prull/Eschelon asked why CEMR wasn’t the same as MEDIAAC. Cathy Garcia/Qwest stated that CEMR is a Qwest system that provides options. She said that there is nothing available like that in MEDIAAC. Liz Balvin/Covad stated that Qwest made the decision that the CLECs automatically authorize dispatch in MEDIAAC and that they don’t have the manpower. Liz said that there is a way in MEDIAAC to not automatically authorize dispatch and Qwest is choosing to change it to automatically authorize it. Liz said that this would not be supported by the CLECs. Cathy Garcia/Qwest stated that we are only asking to dispatch if required. She said that the system automatically adds something to ticket that send to screener. Cathy said that the Qwest testers will run tests and could just close the ticket. Cathy said that we don’t want to dispatch on every ticket but if we need to dispatch it will be automatically authorized. Liz Balvin/Covad stated that Qwest is talking about program changes with this request. Liz asked if something could be developed that would require the CLEC to choose TIC = Y or N. Cathy Garcia/Qwest stated that she did not have the IT expertise to discuss and asked that an adhoc call be scheduled with the appropriate SMEs. Laurie Frederickson/Integra asked if a contract was signed to say automatically authorize. Bonnie Johnson/Eschelon said not for non design and that she learned something new today. She said that she was not aware that non design in MEDIAAC did not have the option to not authorize TIC.
