Description Of Change |
Currently on the BillMate MONSERV file Qwest uses its MAN number associated with the monthly charges. Eschelon uses the circuit ID to identify and validate individual billing USOCs. It does not use the Qwest MAN number. Eschelon asks Qwest to populate a column within the BillMate MONSERV file with the circuit ID that is associated with the individual monthly charges. This request is for the state of Minnesota.
Expected Deliverable: BillMate MONSERV files will contain a column identifying each monthly service charge.

- December 15, 2004 Systems CMP Meeting Discussion: Jill Martain/Qwest stated that this CR is related to #18 SCR121603-01 (Only Show the Actual Circuit ID on all Billing Media in the Eastern Region) and #8 SCR060402-04 (BillMate to include CKT ID and date of Qwest dispatch for TIC, MOS, Dispatch and Optional Testing charges). Jill stated that these CRs were deployed on December 2, 2004 and will remain in CLEC Test. Kathy Stichter/Eschelon said that she would like these CRs to remain in CLEC Test to validate their bills.

The changes affect CRIS functionality in the Eastern Region, and are systems-related, but do not have a corresponding coding-impact on the customer side. Qwest is sending this notification as a courtesy to let customers know about the change and its effective date. Details of the change: Beginning December 6, 2004, Qwest will remove the trailing zeros from the circuit ID on the CRIS bill. The result will be that the circuit ID will now match the circuit ID as represented on the Customer Service Record (CSR). February 19, 2004 Systems CMP Meeting Discussion: Kathy Stichter/Eschelon stated that the circuit ID appeared until July 2003. Connie Winston/Qwest stated that it looks like this is an impact only to Eschelon and noted that Qwest is looking into the root cause. Connie stated that Qwest would work with Eschelon directly and would continue to update Eschelon. Judy Schultz/Qwest stated that she wanted to provide an update to the funding approval process that was discussed in the January CMP Systems Meeting. Judy referred everyone to Attachment J in the Distribution Package. She stated that all CRs are being re-evaluated and must be approved. Judy said that CRs could not be scheduled without approval. Judy noted that the status of this CR is that it is being reviewed at the Qwest CEO level. There were no questions or comments.

- January 27, 2004 Email received from Kathy Stichter/Eschelon: It was brought to my attention that the amounts on the Monserv file in BillMate do not show the corresponding CKT ID. This trouble is appearing on our UNE Loop BANs in Arizona, Colorado and Utah only. Eschelon issued the CR SCR082902-01 and at one point Qwest did supply the CKT ID. After some investigation I found that the CKT ID identifier went away on our July 2003 bills. This CR is still open because of the zero fill issue with the MN CKT IDs. Please investigate and let me know what caused the change in July 2003 and when Qwest expects this to be fixed. I have attached a copy of one of our BANs per state. - November 20, 2003 Systems CMP Meeting Discussion: Lynn Notarianni/Qwest stated that Qwest is still evaluating this CR. She stated that we do not have a date or solution on the zero fill issue and would like to keep this CR open. Kathy Stichter/Eschelon requested that this CR be changed from CLEC Test to Evaluation. Connie Winston/Qwest stated that we wanted to make sure that this CR remained visible and that we would change the status to Evaluation.
- October 24, 2003 Email Received from Bonnie Johnson/Eschelon: Subject: MN CKT ID Zero fill I committed to providing a response on whether Eschelon agrees the CR (SCR082902-01) requesting the CKT ID on the MONTSERV should be closed. Qwest said it was willing to open a new CR to address the zero fill issue. Eschelon submitted this CR because Eschelon needed Qwest to provide CKT ID information on the bill Qwest sends Eschelon to validate Qwest charges. Eschelon believes this information is critical and Eschelon should be able to verify what Qwest is charging us for and believes the information should have already been provided to us. Eschelon has met internally and believes our business need was clearly communicated to Qwest during clarification calls and through the course of working this CR. When Qwest orders a CKT from Qwest, Qwest provides a CKT ID to Eschelon on the FOC. That CKT ID is then populated in internal Eschelon systems and appears on the Qwest CSR Qwest posts for that CKT ID. When Qwest provides the CKT ID on the FOC for Eschelon to populate in its systems, Qwest provides an standard CKT ID format that does not include the "zero fill" rule. However, when Qwest sends the CKT ID on the MN bill, Qwest does not use the same format for the CKT ID as it does on the FOC. Eschelon is then unable to compare the CKT ID on the bill to the CKT ID Qwest sent to Eschelon on the FOC. Eschelon asks that Qwest provide the CKT ID on the MN bills for the Eastern region in the same format Qwest sent on the FOC. Eschelon needs consistent data to validate Qwest charges. Eschelon does not feel it should have to close this CR because Qwest was clear on what Eschelon needed. Qwest should provide consistent CKT ID information on all communication. If Eschelon had known the CKT ID Qwest would provide on the MN bill had zero fills and would not match the CKT ID information Qwest sends on the FOC, Eschelon would have requested Qwest provide consistent data when Eschelon submitted the CR. Not only did Qwest not disclose the CKT ID would be different, it was Eschelon that told Qwest the CKT ID information was not consistent. Please let me know if you require an ad-hoc call. - October 16, 2003 Systems CMP Meeting Discussion: Connie Winston/Qwest stated that this CR is still open for the zero fill in Eastern region. Connie stated that Qwest did deliver code that this CR requested and that the unique condition has existed for a long time. Connie asked if this CR could be closed and that Qwest would open a new CR for the Eastern Region only situation regarding the zero fill uniqueness. Connie stated that this is being requested due to the fact that the requested functionality was delivered. Connie noted that this specific issue could be better tracked with its own separate CR. Bonnie Johnson/Eschelon stated that she will discuss off-line with Kathy (Stichter/Eschelon) and will advise Qwest. Kathy Stichter/Eschelon stated that she understands what Qwest wants to do and that Qwest is providing the business rules. Kathy stated that she and Bonnie would discuss. Connie Winston/Qwest stated that a call could be scheduled, if needed. Bonnie Johnson/Eschelon stated that she would advise if a meeting is needed. Kit Thomte/Qwest stated that this CR would be closed off-line if a new CR is opened.
September 18, 2003 Systems CMP Meeting Discussion: Lynn Notarianni/Qwest stated that the zero fill rules work and that they do apply. Lynn stated that she would like Eschelon to re-look at this. Kathy Stichter/Eschelon stated that she would do that but that it is still not on the bill correctly. Bonnie Johnson/Eschelon stated that Eschelon does not have an automated process and that Eschelon would like the circuit ID to appear on the bill. Lynn Notarianni/Qwest stated that at the August Meeting, Integra stated that they had an automated process and noted that Qwest has not heard from them. Lynn Notarianni/Qwest stated that Qwest is determining what the Level of Effort would be and what it would take. Lynn asked Eschelon if they would open a CR. Bonnie Johnson/Eschelon stated that this is a bug. Bonnie stated that the CR asked for the Circuit ID on the bill. Lynn Notarianni/Qwest stated that she would re-look at the CR. Bonnie Johnson/Eschelon stated that she would be happy to have another call if it is needed. There were no other comments or questions. These Action Items are closed. The CR remains in CLEC Test.
August 21, 2003 Systems CMP Meeting Discussion: Lynn Notarianni/Qwest stated that Eschelon provided examples of issues on the rules that were published. Lynn stated that Qwest is reevaluating and will revise the rules. Lynn noted that this CR would remain open. Bonnie Johnson/Eschelon said that she appreciated the interim period effort in providing the rules, but that the job aid is only a temporary fix. Lynn Notarianni/Qwest stated that the rules explain how circuit Ids are parsed which should resolve this Action Item. Lynn stated that if the CLECs are now asking for a format change for the Circuit ID, it would require a CR. Bonnie Johnson/Eschelon stated that the CR was submitted to ask for information and stated that she has looked at the 6-page job aid. Bonnie stated that she appreciated the effort in describing the rules but that the expectation is still that Qwest will provide accurately. Kathy Stichter/Eschelon agreed with Bonnie (Johnson) and stated that she said that she has alot of background with circuit ids and stated that she had to read the business rules several times and still found them confusing. Lynn Notarianni/Qwest said that she might have had a misunderstanding of what the CLECs do in the process. Lynn asked if the CLECs take the rules and mechanize the process, or if the process was manual. Kathy Stichter/Eschelon stated that it is all manual. Lynn Notarianni/Qwest stated that Qwest will continue to work on the rules and will look to see of it is feasible to change the system and what that would entail. Bonnie Johnson/Eschelon stated that they could go back and look at whether they could create a mechanized solution to use the business rules as well. Bill Littler/Integra stated that he would also look at the rules. Lynn Notarianni/Qwest stated that Qwest will determine the feasibility of making any system changes and noted that sometimes those changes can be very large. Lynn also stated that we would look at the rules and possibly schedule a meeting for further clarification. There were no additional comments or questions.

Bill Littler/Integra stated that they need to pull out the zeros or it looks like multiple circuit Ids. Bill noted that Integra has only felt it in Minnesota. Lynn Notarianni/Qwest stated that an action item would be created to see what is driving the zero fills and to explain why. Bonnie Johnson/Eschelon stated that the CLECs need to know in which instances there is zero filling. Kathy Stichter/Eschelon stated that some circuit ID’s do actually end in a zero and with zero filling cannot determine if the zero is to be kept or removed. Lynn Notarianni/Qwest stated that we need to see if there are specific rules for MN. Bonnie Johnson/Eschelon stated yes and asked that the rules be provided so the CLECs know how to handle the situations. Bill Littler/Integra stated that zero’s at the end of a circuit ID can be meaningful. Kit Thomte/Qwest asked if this CR could be closed and an action item opened. Bonnie Johnson/Eschelon stated that she would prefer that the CR remain open until this is resolved. There were no additional questions or comments. This Cr will remain in CLEC Test.

Kathy asked if the fillers could be removed. Lynn Notarianni/Qwest asked Kathy (Stichter) to call in a trouble ticket so Qwest can track the issue. Kathy Stichter/Eschelon agreed to open a trouble ticket and asked that this CR remain open. This CR will remain in CLEC Test.

Kathy Stichter/Eschelon stated that she had contacted the CRPM on this issue and when the event notification came out it stated that Qwest found the problem with no CLECs reporting. Kathy asked if that was because she did not call the Help Desk. Lynn Notarianni/Qwest stated yes and recommended that if a CLEC encounters problems to contact the Help Desk. Lynn stated that the CLEC could call the CRPM but to also simultaneously to call the Help Desk to report the trouble. Lynn noted that if the CLEC does not open the trouble ticket, it tracks as Qwest initiating the trouble. Kathy Stichter/Eschelon said ok.
April 4, 2003 Email sent to Kathy Stichter at Eschelon: Kathy -- There was a trouble ticket opened for this issue, 6195387, on April 2, 2003. The Event Notification was sent on 4/2. It is populated in each of our states. The only issue is in Minnesota. The CKT ID is showing as 303 instead of just using the 3 for the state code. Can this be fixed? Please let me know. Thanks. Connie Winston/Qwest stated that Eschelon could include other states in their request or another CR could be submitted. Kathy Stichter/Eschelon stated that is okay to remove the state specified on the CR. Liz Balvin/WorldCom asked which circuit ID is being requested. Kathy Stichter/Eschelon responded, the Qwest circuit ID. Jeff Thompson/Qwest stated that Qwest does provide the circuit ID on PLTs. This CR would provide for Unbumdled Loops. Couls provide for all 14 states, for all products. Michael Buck/Qwest stated that as Qwest updates the LOE, we will bring back to CMP.

Carl Sear/Qwest - stated that the circuit ID will be populated on all products that have circuit ID's, may not be able to do for just specific products. Kathy Stichter/Eschelon - that's okay with her. Dennis Martinez/Qwest - the information will need to be put on the bill in order to get to the MONSERV File. Kathy Stichter/Eschelon - stated that Qwest can give more than what has been requested. That would be okay as long as she gets what she has requested, the Circuit ID on the MONSERV File. DRAFT RESPONSE September 10, 2002 RE: SCR082902-01 (Circuit ID on MONSERV file [MN only]) Qwest has reviewed the information submitted as part of Change Request SCR082902-01. Based upon the scope of this CR as agreed to in the Clarification Meeting (held September 4, 2002) Qwest is able to provide an estimated Level of Effort (LOE) of 1200 to 1800 hours for this Wholesale Billing Interface Change Request. At the next Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Any clarifications and/or modifications identified at that time will be incorporated into Qwest’s further evaluation of this Change Request. Upon obtaining consensus from CMP participants as to the appropriate direction for Qwest to take on this Change Request, Qwest will review release schedules and development timetables in an effort to evaluate options for potential scheduling of Change Request SCR082902-01.
