Description Of Change
Reject Bonded Ethernet Maintenance Tickets - AT&T sends E-Bonded maintenance requests for both Ethernet and TDM type circuits requests. CenturyLink has separate repair centers for TDM and ENET circuits and cannot accept E-Bonded ENET tickets. AT&T would like CL to reject the E-Bonded request since the TDM repair center cannot accept them.

Project Meetings

2/18/15 Monthly Systems CMP Meeting Mark Coyne – CenturyLink stated this was discussed in the January meeting and that currently the CR is in Pending Withdrawal. Unless there were any objections, the CR will be moved to Withdrawn. There were none.

1/20/15 Monthly Systems CMP Meeting Mark Coyne – CenturyLink said we sent the CenturyLink CR Draft Response for this September 9, 2014 and have been awaiting a response from AT&T. Mark said we did receive an email from the CR originator Diane Crammer – AT&T to withdraw this CR as of January 20, 2015. We will move it to Pending Withdrawal status for next month to move to Withdrawn.

12/17/14 Monthly Systems CMP Meeting Mark Coyne – CenturyLink said we are still awaiting a response from AT&T in regard to the CenturyLink CR Draft Response that was sent September 9, 2014. Mark said we will continue to try to get with them and may need to set up a separate call through Service Management.

11/19/14 Monthly Systems CMP Meeting Mark Coyne – CenturyLink reviewed the Draft Response that CenturyLink sent to AT&T on September 9, 2014. He said CenturyLink then followed up to check on status on October 8 and November 13. The response indicates that the CenturyLink understanding is that the CR is no longer necessary since the AT&T Development team discovered a way to disable the ebonding of MOE tickets to CenturyLink and that AT&T has already implemented this system change. Mark said the CenturyLink proposal is for this CR to be withdrawn.

Frank Behnke - AT&T said he would review the draft response with the CR originator Diane Crammer – AT&T and would then let CenturyLink know a status.

10/15/14 Monthly Systems CMP Meeting Mark Coyne – CenturyLink said a draft response was sent to the CR originator on September 9, 2014 and it was reviewed in the September CMP meeting. The CenturyLink draft response was resent on October 8 and included an additional AT&T representative. Mark said we had not heard back yet.

Frank Behnke – AT&T said he would look into this and respond back to CenturyLink. 9/17/14 Monthly Systems CMP Meeting Mark Coyne – CenturyLink said for this AT&T CR, the clarification call was held on July 10. Mark then reviewed the CenturyLink draft response that was sent to AT&T which indicates that AT&T apparently found a way to not send the MOE tickets to CenturyLink and that based on that, CenturyLink proposes that this CR be moved to Withdrawn status. Mark said we have not yet heard back from AT&T to determine next steps.

8/20/14 Monthly Systems CMP Meeting Mark Coyne – CenturyLink said this CR from AT&T was presented in July and the Clarification call had been held on July 10. Mark said the CR is being evaluated by the SME team and we hope to send a Draft Response in September.

7/16/14 Monthly Systems CMP Meeting Diane Crammer – AT&T presented this new CR associated with rejecting E-bonded Ethernet tickets that are going to the CenturyLink TDM Repair Center instead of the Ethernet group. Diane said this delays the repair when the tickets have to be manually referred. Diane said until the Ethernet group can accept E-Bonded tickets, they are requesting this reject so their center will know sooner that they need to make the call to the CenturyLink Ethernet group.

Kim Isaacs – Integra asked whether there is a date for E-bonding of Ethernet tickets? Kim said there seems to be two parts to this: rejecting these Ethernet tickets temporarily until CenturyLink can E-bond them.

Diane Crammer – AT&T said that is correct.

Mark Coyne – CenturyLink said the Clarification Call meeting minutes will be posted soon and that the SME team will evaluate this CR and that we will have a status in the August CMP meeting.

Susan Lorence – CenturyLink opened the call, reviewed the high level agenda and recapped the purpose of the clarification call. She relayed that the Change Management Process (CMP) and Change Request (CR) form are specific to legacy Qwest states. Susan said the CR form indicated this request is for the functional area of Repair and asked if AT&T could clarify whether that meant the XML or GUI application or both.

Diane Crammer – AT&T said she will need help from CenturyLink with what systems are impacted. Diane then reviewed the CR that requests that CenturyLink reject Ethernet Ebonded requests since the TDM repair center cannot accept them. This causes a delay when processing these tickets and extends the outage since the tickets have to be referred back to AT&T and then have to be manually sent to the other center. Diane said the system reject would bounce back sooner to manually refer the ticket.

Susan Lorence – CenturyLink asked if the tickets are submitted via XML or the GUI.

Diane Crammer – AT&T said it is via XML. She said she is requesting this change to be made in all of the CenturyLink footprint not just the Qwest systems.

Susan Lorence – CenturyLink said we understand but CMP is just for Legacy Qwest. Once we understand the CR, the information would be shared with Legacy CenturyLink but the system changes to be discussed on the call are legacy Qwest.

Danelle Haynes – CenturyLink said she thought there were some AT&T requests through CEMR-MTG.

Vinesh Vijayan Leela – CenturyLink confirmed that.

Diane Crammer – AT&T said this would be a temporary fix until EB is available from CenturyLink for these circuits.

Lori Burchett – CenturyLink asked what Diane meant by TDM services and whether that was design services like DS1 and DS3.

Diane Crammer – AT&T said yes but that Ethernet over Sonet goes to the TDM Center and those tickets should not be rejected.

Lori Burchett – CenturyLink said the SME team is currently getting clarification on the various Ethernet services and will share that when available.

Denise Martinez – CenturyLink asked for clarification why AT&T is sending these tickets when CenturyLink cannot accept them.

Diane Crammer – AT&T said that AT&T tries to send everything EB and she thought that was likewise a goal of CenturyLink. Diane said AT&T does auto referral but not everyone sees that which is the reason for this CR.

Susan Lorence – CenturyLink asked if there was a specific reject code being requested?

Diane Crammer – AT&T said it did not matter what CenturyLink chose but something like “EB failed” would work.

Mark Coyne – CenturyLink asked what was the current volume for these?

Diane Crammer – AT&T said she does not have a current volume but the volume will increase each year.

John Goodman – AT&T confirmed that TDM/DS1 will go away and more sites will be Ethernet.

Danelle Haynes – CenturyLink said she could not provide specific numbers of rejects. Diane only has access to overall volumes of Ethernet tickets but they are working to refine the numbers.

Diane Crammer – AT&T said when they go to the wrong center, these all are delayed because they become manual tickets. She did not think any tickets are rejected today since the circuits are valid within CenturyLink. Diane said if there was a way to direct these to the correct center, no reject is required.

Danelle Haynes – CenturyLink recapped the process: AT&T sends electronic ticket to the CenturyLink Design Repair Center, if Ethernet, they reject it back to AT&T and AT&T has to call an 800 number.

Lori Burchett – CenturyLink said maybe this a routing issue or maybe the receiving center is unable to work with bonded tickets.

Danelle Haynes – CenturyLink said it is not routing. There is no way CenturyLink can route to the correct Center either.

Susan Lorence – CenturyLink said it seems Danelle has investigated this already regarding it not being a routing issue. She recapped that we now know the products impacted, that this is for both XML and GUI, that we need more info on volumes, and that AT&T has already investigated actions on their side. Susan said the next steps are for AT&T to present the CR in the July 16 monthly CMP meeting and for the SME team to better understand how to identify these particular circuits and what options there are to perform a reject. The clarification call meeting minutes will be posted to the calendar and sent for review. The SME team will develop a high level LOE as to system impacts and send a draft CR response once the team decides whether to accept or deny this CR based on feasibility. Susan asked if there were any questions. There were none.

SUBJECT: AT&T System Change Request SCR070314-1, DRAFT RESPONSE for Review This letter is in response to CLEC Change Request SCR070314-1, Ethernet Maintenance Electronic Bonded Ticket Rejection.

CR Description: Reject Bonded Ethernet Maintenance Tickets - AT&T sends E-Bonded maintenance requests for both Ethernet and TDM type circuit requests. CenturyLink has separate repair centers for TDM and ENET circuits and cannot accept E-Bonded ENET tickets. AT&T would like CenturyLink to reject the E-Bonded request since the TDM repair center cannot accept them.

History: A clarification meeting was held for this CR on July 10, 2014 with AT&T and CenturyLink representatives in attendance. The CR was then presented in the July 2014 CMP monthly meeting. CenturyLink has been working on completing an analysis of the requested change to reject E-Bonded Ethernet tickets.

CenturyLink Response: The CenturyLink SME team has been reviewing the requested functionality and investigating the volume of ebonded MOE tickets specific to this CR. The CenturyLink IT team has been working on the development of a high level LOE to implement this requested system change in the Maintenance Ticketing Gateway (MTG) application.

While this CenturyLink analysis was occurring, we understand that the AT&T Development team recently discovered a way to totally disable the ebonding of MOE tickets to CenturyLink and that AT&T has already implemented this system change. With that in mind, it appears this CR is no longer necessary and CenturyLink suggests that this CR be withdrawn.

CenturyLink understands and agrees that the long term preference is to ebond MOE tickets. As future system development is considered within CenturyLink, that functionality is being reviewed for inclusion as part of the business requirements.
