WorldCom requests that Qwest develop a single order process to allow CLEC to CLEC migrations to be completed as specified. The process should not require information on the losing CLEC. The winning CLEC will simply provide an LSR for the migration, showing only the end state of the customer account. Currently the only migration option offered is "migrate as is".This requires the winning CLEC to migrate the customer as is with their first order and then to issue a second order to change the customer's features to those offered by the winning CLEC. The current process inhibits customer migrations if the winning CLEC does not offer the exact same features that the losing CLEC or Qwest has.

| July 18, 2002 CMP Meeting Discussion: LeiLani Hines/WorldCom stated that WorldCom has withdrawn this request. July 9, 2002 Email from Michael Reith/Z-Tel regarding their submitted CMP CR SCR060702-01: Z-Tel would like to make the following clarification to it's CR #SCR060702-01. We don't believe it changes the nature initial request. Our intent is to clarify that the CR includes all types of migrations to UNE-P POTS. This is the language we'd like to add: Z-Tel is requesting this change for Qwest Retail to UNE-P POTS, as well as, Resale to UNE-P POTS, UNE-P POTS to UNE-P POTS, and any other CLEC to CLEC UNE-P POTS migrations. July 2, 200 Email from LeiLani Hines/Worlcom: Peggy -- Per our conference call this morning, Worldcom would like to request that CR SCR062402-02 be moved to pending withdrawl as we are going to be joining the Z-Tel CR and working with them to modify their request. Monica and Bret responded that 2 LSRs are not required for Activity Types of Z or V. Sherry asked when a customer is with CLEC B and CLEC A uses IMA pre-order to do a pending order CSR retrievel, can CLEC B CSR be viewed? Bret responded yes, if has authorization. Sherry asked if they can see everything, are all fields populated or is CSR blank? Bret responded can see all normal CSR information. Will not be able to see proprietoary information. Monica advised that if certain features are not avaiable they are not shown. What is shown is all applicable features. Monica advised that if the CSR is blank, there is a problem and concerns her. Sherry stated that a blank CSR would then be a different issue. Sherry stated that Worlcom's request is just as Z-Tel's request. Monica agreed except that Worldcom's is also CLEC to CLEC migration and Z-Tel's request did not specify that. Sherry asked if it would be easier to revise Z-Tel CR and do on one request. Peggy Esquibel-Reed asked Worldcom to keep in mind that these requests are IMA and would be votable candidates. Peggy advised that Z-Tel would need to send in a revised CR to include CLEC to CLEC migration. Peggy Asked Leilani if Z-Tel's request is revised to include CLEC to CLEC migration, can Qwest change the status of SCR062402-02 to pending withdrawal. LeiLani said yes.
