Currently IMA edits prevent a CLEC from sending an LSR with conversion activity if there is a Local Service Freeze on the account. As a result, the CLEC muxt send an additonal LSR to remove the Local Service Freeze before migrating the customer to another platform or class of service. This not only delays the migration process but also puts burden on the CLEC and Qwest to process an unecessary LSR and service order.
Expected Deliverable: Revise IMA edits to recognize the RSID of the LSR sent to the RSID on the CSR and allow conversion activity on an LSR when the Local Service Provider is not changing. In the interim, develop a work around process to allow the CLEC to submit one LSR to convert a customer that the CLEC owns and is migrating to a different Qwest product type.

| July 18, 2002 CMP Meeting Discussion: Bonnie Johnson/Eschelon said that Eschelon withdrew this CR. June 20, 2002: Bonnie Johnson/Eschelon requested that this CR be withdrawn, was issued in error. Peggy Esquibel-Reed/Qwest agreed to show the status as Pending Withdrawal and the CR could be withdrawn at the July CMP Meeting. Bonnie agreed. The June 21, 2002 Clarification Meeting was canceled.
