Description Of Change
Currently if an LSR is submitted and the FID following a USOC is a valid Qwest FID but not an eligible FID for the USOC it is following, there is no IMA up front edit to prevent that LSR from being submitted. Eschelon requests that Qwest update IMA upfront edits to prevent an LSR with a FID that is not eligible for the USOC it is following from passing through IMA edits. For example, if an LSR contains the USOC EVO ( call forward busy) and the FID CFND (call forward number don't answer) is floated on the LSR with that USOC, it will pass through IMA, flow through to the SOP on a flow through eligible order and will be manually typed on a service order if the error is not caught by the Qwest SDC. Since this is not a SOP edit at Qwest the order will "release" or go "pending" with the ineligible FID on the service order. This service order then falls out in to the Qwest translations error bucket and needs to be manually typed in the switch. This usually causes the customers service to "go down" during the conversion process until the error has been addressed by Qwest translations and has a negative impact on change orders where features are being added. In addition, this causes additional work for Qwest translations to maunually type orders that would nornally flow through the switch and Qwest order personnel working sups to correct and/or processing additional orders to correct if the error is not resolved on the DD and the Service Order completes.

April 17, 2003 Systems CMP Meeting Discussion: John Gallegos/Qwest stated that this item was included in the IMA 12.0 Release. John noted that the post deployment call was held and that there is no open issue regarding this CR. No comments. CR changed to 'completed' status.

January 16, 2003 Systems CMP Meeting Discussion: Connie Winston/Qwest stated that this CR was descoped to the popular products; call forwarding features, blocking features, and custom ringing. The design has growth ability. An IMA Table has been built that has the capability to grow and change. There were no questions or comments.

July 18, 2002 CMP Meeting Discussion: Bonnie Johnson/Eschelon reviewed this change request. Eschelon is requesting that Qwest update the IMA upfront edits to prevent an LSR with a FID that is not eligible for the USOC it is following from passing through the IMA edits. Bonnie noted that the majority of the USOCs had to do with call forwarding. Jeff Thompson/Qwest asked if the USOC list is publicly available. Peggy Esquibel-Reed/Qwest said that the list has been provided by Bonnie Johnson (Eschelon). Michael Buck/Qwest said that the CR would be updated. Jonathan Spangler/AT&T asked if the reject code would be specific. Jeff Thompson/Qwest stated it would most likely say ‘this FID is invalid’ to this USOC, but it won’t say why it rejected. Michael Buck/Qwest asked if there were any questions. There were no questions. The LOE is provided in the CR and the CR is eligible for the 12.0 vote. The status of this CR will be changed to Pending Prioritization.

June 28 Email from Bonnie Johnson with USOC List: Well at long last! Here are the list of USOC's we would like to have FID edits on. We took the most problematic and feel this would be a manageable project. In addition, our hope is that the edit will be in IMA. If it is in the SOP as well that would be acceptable, however, we feel if there is an up front edit in IMA it will save both the CLEC's and Qwest a significant amount of rework. USOC’s Requiring FID Edits: EVB, EVBHG, FBJ, FBJHG, EVF, EVFHG, FVJ, FVJHG, EVD, EVDHG, FDJ, EVO, EVOHG, EVK, EVKHG, ESM, RGG1?, RGG2?, RGG3?, HBG, HBQ, HBS

CLARIFICATION MEETING - JUNE 21, 2002 Attendees: Bonnie Johnson/Eschelon, J. J. Bradley/Qwest, Melva Harris/Qwest, Shon Higer/Qwest, Peggy Esquibel-Reed/Qwest Reviewed CR Description. Bonnie stated that needs to prevent the customer going out of service for 6 or 7 hours on a conversion. Bonnie advised that this CR was mentioned at the June Susyems CMP Meeting and Jeff Thompson/Qwest asked Bonnie to please be more specific in the scope as far as product type. Bonnie advised that she would identify the products and USOCs that are the most problematic and that should lessen the scope. Shon Higer/Qwest stated that that would be a good idea, as the CR stands, it would be a daunting request to include all with Call Forwarding Numbers. Bonnie agreed to supply the list of product type and associated USOCs to Peggy Esquibel-Reed/Qwest by June 26, 2002. Then asks IMA to edit on eligible FIDS for those USOCs. J. J. asked if it was acceptable for the edits to be in the SOPs instead of IMA. Bonnie responded that either would be beneficial. Bonnie stated that asked for the edit in IMA due to the work that Qwest currently has to do to get the orders into the switch. Products impacted are POTS Resale, UNE-P POTS, Centerx 21.

Qwest has reviewed the information submitted as part of Change Request SCR061702-01. Based upon the scope of this CR as agreed to in the Clarification Meeting (held June 21, 2002) Qwest is able to provide an estimated Level of Effort (LOE) of 1575 to 2600 hours for this IMA Interface Change Request.

At the next Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Any clarifications and/or modifications identified at that time will be incorporated into Qwest’s further evaluation of this Change Request. Upon obtaining consensus from CMP participants as to the appropriate direction for Qwest to take on this Change Request, Qwest will include this request, SCR061702-01, as a votable candidate for the next IMA Release.
