It is impossible for Qwest to deny or disprove. Qwest said they look at what is available today. What the costs are to implement and weighs it against the business value to determine if there is no demonstrable benefit. Our objection to this is that there is nothing available today that gives CLEC's a quantity of rejects by day as a well as a description of the reject in one report by username. In addition Qwest has never disclosed the Level of Effort for this CR therefore it should of never been determined that there is no demonstrable benefit. Business Need and Impact: The need for this CR is to reduce the number of rejects by User. CLEC's need to export this information for tracking and retraining efforts. Desired CLEC Resolution: That Qwest withdraw the denial. She said that the there are other vehicles that provide information regarding LSRs that have been submitted. Anne said that the Loss and Completion Report provides service order and PON data, and information containing the LSR specific data is provided in the FOC, jeopardy, PSON, error and reject notices that are sent to the CLEC. Anne said that individual LSR information is also available via the IMA Post Order tool that allows queries of notices via the LSR Notice Inquiry. Anne said that this request does not result in a reasonable demonstrable business benefit for both Qwest and the CLECs. Amanda Silva/VCI Company said that (Comment to Minutes from VCI Company 9/30/05) Qwest mentions Loss and Completion Report, FOC/LSR information, Jeopardy and PSON. These tools don’t provide what CLECs need in one screenshot. They don’t provide detail by username, Date Specific Data, and won’t allow export. The business need is username detail. Bonnie stated that Eschelon will be joining the escalation. 8/17/05 Systems CMP Meeting Jill Martain - Qwest stated that Qwest continues to evaluate this CR and hopes to have a response in the September CMP Meeting. 7/20/05 Systems CMP Meeting Alexis S- VCI Company stated that the CLEC’s will benefit by keeping record of staff production through an easy to use report of quantity and type of orders submitted by Username. She said that this will benefit users to identify where improvements can be made and will help in auditing their orders for improvement. Alexis said that they are requesting the LSR ID, PON, Version, Req., DD, Type, Status, order number, and State. Liz Balvin - Covad asked if VCI requested the Completed Date. Amanda Silva - VCI Company said that the Completed Date was not requested for this report. Liz Balvin - Covad said that the Completed Date may be a good tracking mechanism for what was requested vs. what was completed. Amanda requested that the search function should have daily and monthly detail. Discussion: Amanda Silva - VCI Company said that they would like this productivity report by daily and monthly. She said that currently they get this information from the FOCs by manually looking at the PON but that it takes a long time. She said that they would like another field so that they don't have to look at all the FOCs Lynn Stecklein - Qwest stated that VCI Company provided an example in the CR description. Anders Ingemarson - Qwest asked if they were looking for another field to be added so that they could download to Excel. Amanda Silva - VCI Company said that they would like a search function in IMA to view User, PON, type of order submitted, daily and monthly totals and reseller ID. Anders Ingemarson - Qwest said that it may be beneficial to create a mock up to share with VCI. Amanda Silva - VCI Company said that she will provide an example of an existing Excel spreadsheet that VCI produces. Kim Isaacs - Eschelon asked if VCI Company has the request type in the example or would this be by product. Amanda Silva - VCI Company said that the products they would like this information for are Resale, POTS and QPP but would be open to include other products and that the request type would help. Kim Isaacs - Eschelon said that they are very interested in this CR. She said that it would be helpful to be able to sort by User, PON, request type, account type, date submitted, current status (ie. Jeop'd, rejected) and due date if there would be no significant increase in the LOE. September 12, 2005 Qwest Response Issued For Review by the CLEC Community and Discussion at the September 21, 2005 CMP Meeting TO: Amanda Silva - VCI Company SUBJECT: CLEC CR SCR061405-01 Provisioning Report to view and export into Excel. Quantity of LSRs and order activity submitted by user. Description of Change: CLEC’s will benefit by keeping record of staff production through an easy to use report of quantity and type of orders submitted by Username. The search function should have daily and monthly details. Additionally, IMA will allow CLECs to view and export provisioning reports by Username. Qwest Response: Qwest has researched and analyzed how to meet the expected deliverable of providing additional reporting of productivity. While there is not a current report that provides the user information, there are other vehicles that provide information regarding LSRs that are submitted. The Loss and Completion Report provides service order and PON data; and information containing the LSR specific data is provided in the FOC, jeopardy, PSON, error and reject notices that are sent to the CLEC. Additionally, individual LSR information is also available via the IMA Post Order tool that allows queries of notices via the LSR Notice Inquiry. Qwest is therefore denying the requested change due to the fact that creating an additional report that provides further CLEC specific user information does not result in a reasonably demonstrable business benefit for both Qwest and the CLECs.
