When doing a T or V order we should be able to make changes in caption listings. At this point we are forced to put the listing in as a straight line listing and issue an additional order to make changes in caption listings. Qwest only needs to do one order and can make changes in caption listings. We should have that ability also.

| July 18, 2007 Systems CMP Meeting Mark Coyne-Qwest stated that after a thorough evaluation of this request and a meeting with BendTel and McLeod due to similarities of their CRs, BendTel has agreed to withdraw this CR and McLeod has agreed to revise their CR (SCR031103-01) in order to incorporate BendTels request. Mark then stated that Qwest will then re-review and resize the existing McLeod CR. Mark asked if there were any questions. There were none. July 16, 2007 Conference Call Attendees: Joyce Bilow-McLeodUSA, Kay Griffith-BendTel, Lynn Stecklein-Qwest, Peggy Esquibel Reed-Qwest, Chuck Anderson-Qwest, Carol McKenzie-Qwest, Rossana Robinson-Qwest, Anne Pent-Qwest Lynn Stecklein-Qwest stated that the purpose of the call was in order to discuss CRs that were submitted by McLeod and by BendTel. Lynn stated that Qwest has reviewed the two requests and that as Qwest was looking at the requirements for these CRs, Qwest found that there are possible synergies and that is what we want to discuss on the call. Carol McKenzie-Qwest stated that Qwest analysts looked at the two requests and did find them to be similar as they are both asking for the ability of one provisioning order on caption listings. Carol stated that the CRs could be combined and could cover the applicable products and make it flow through. Carol stated that this work would benefit the CLECs and Qwest and the combining of the CRs would eliminate additional work that would need to be done for separate CRs. Carol stated that Qwest would like to propose that the two CRs be combined with the McLeod CR being revised to include the information from the BendTel CR and that BendTels CR could then be withdrawn. Carol stated that it would then make flowthrough reasonable. Carol then asked for comments from McLeod and BendTel. Joyce Bilow-McLeodUSA agreed to the Qwest proposal and stated that McLeod had wanted to previously add to their CR but that the LOE would have increased. Joyce stated that Qwests proposal is a better solution because it would cover all areas and Activities of N, C, V, T, and Listings only. Kay Griffith-BendTel also agreed to the proposal. Carol McKenzie-Qwest stated that Qwest would then ask that McLeod’s CR be revised since it was submitted a few years ago and that BendTels CR be withdrawn. Kay Griffith-BendTel asked if Qwest really thought that complex listings could flow through. Carol McKenzie-Qwest stated that the effort was reviewed and that Qwest believes it to be workable. Carol then stated that this would be a large request but noted that it would benefit everyone. Lynn Stecklein-Qwest then stated that the next step would be for McLeod’s CR to be revised and BendTels CR to be placed in pending withdrawal status. Lynn then noted that the revised McLeod CR would be eligible for the IMA 23.0 Prioritization exercise. Carol McKenzie-Qwest asked if there were any additional comments, questions, or concerns. Joyce Bilow-McLeod said no. Kay Griffith-BendTel also said no. Lynn Stecklein-Qwest thanked the call participants and stated that Qwest would be contacting McLeod for the revision to their CR. The call was then concluded. 6/20/07 Systems CMP Meeting Mark Coyne-Qwest asked if anyone from BendTel was on the bridge. BendTel was not on the bridge. Lynn Stecklein-Qwest stated that a clarification call was held with BendTel last week. She stated that BendTel said that when doing a T or V order they should be able to make changes in caption listings. Lynn said that at this point they are forced to put the listing in as a straight line listing and issue an additional order to make changes in caption listings. Lynn said that Qwest only needs to do one order and can make changes in caption listings. She said that BendTel would like to have that ability also. This CR will move to a presented status. 6/12/07 Clarification Meetings Attendees: Kay Griffith-BendTel, Chuck Anderson-Qwest, Rossanna Davis-Qwest, Carol McKenzie-Qwest, Anne Pent-Qwest, Lynn Stecklein-Qwest Description of Change Lynn Stecklein-Qwest stated that BendTel when doing a T or V order they should be able to make changes in caption listings. She said that at this point they are forced to put the listing in as a straight line listing and issue an additional order to make changes in caption listings. Lynn stated that Qwest only needs to do one order and can make changes in caption listings and that BendTel wants that ability also. Kay Griffith-BendTel stated that having to issue 2 orders is just not right. Rossanna Robinson-Qwest asked if BendTel's expectation was that when they submit a Directory Listing that has a complex listing that 1 order should be issued without a system record order. Kay Griffith-BendTel stated that they could have a change of address where they need to do a straight line and re-enter. Anne Pent-Qwest asked if BendTel wanted this to flow through. Kay Griffith-BendTel said no, they go through the listing group. Lee Gomez-Qwest asked why they would not flow through. Kay Griffith-BendTel said that usually captions can't go flow through and it needs a human touch. Lee Gomez-Qwest asked if they could flow through would that be the optimum. Kay Griffith-BendTel said yes but she did not think it will. Chuck Anderson-Qwest asked if they wanted to carry forward as is or did BendTel want to change with the move. Kay Griffith-BendTel stated that there is usually a change on V orders and sometimes a change to the listing.. She said that they want to make a caption change on the same order without the R order and that there is more of a hassle if there has to be multiple changes. There were no other questions and Qwest stated that they understood the request. Products Impacted Lynn Stecklein-Qwest verified that the products impacted are resale and Directory Listings. Interface impacted Lynn Stecklein-Qwest verified that the interface impacted is IMA Common and not Directory Listings. Establish Action Plan Lynn Stecklein-Qwest stated that BendTel will present this CR at the June 20th CMP Meeting.
