Currently Qwest delivers Toll Free Calling records typed as 110105. When Eschelon receives these records we need to manipulate our system to pull additional information to determine that the record is for a toll free call. The OBF standard to report Access Minutes of use for a Feature Group D 800 Data Base Service is type 110125. Eschelon asks Qwest to conform to the OBF EMI industry standard by changing the delivery of records from typed 110105 to type 110125 for the Central Region as it does now for the Eastern and Western Regions.
EXPECTED DELIVERABLE: Qwest will deliver Toll Free Calling records typed as 110125 to conform to the OBF EMI industry standard.

| December 19, 2002 Systems CMP Meeting Discussion: Kathy Stichter/Eschelon said that this CR is working fine, thank you, and can be closed. September 19, 2002 Systems CMP Meeting Discussion: Michael Buck/Qwest stated that Qwest has updated the status to "Development" with a target implementation date of 11/14/02. June 20, 2002 CMP Meeting Discussion: Michael Buck (Qwest) reviewed that 2 CRs were opened at the same time. He indicated that McLeod has agreed to withdraw their CR. He looks to McLeod to ensure that what they requested is currently included in the Eschelon CR. Kathy Stichter (Eschelon) reviewed what Eschelon is looking for in this CR. Jeff Thompson (Qwest) stated that unless McLeod wants to add anything, this CR is clear. Qwest will take this back and schedule the work. Carol Whitson (McLeod) agreed that the Eschelon CR meets her need. Carla Pardee (AT&T) stated that AT&T also has an interest in this CR Michael Buck (Qwest) indicated that the CR will be updated to reflect this, as well as updated to ‘Presented’. May 30, 2002 Email sent to Carol Whitson/McLeodUSA: Your submitted CR, SCR042902-03 UNE Access Records, has been updated to Pending Withdrawal Status in preparation for your withdrawal at the June Systems CMP Meeting. Eschelon's submitted CR, SCR042902-02, has also been noted with your co-sponsorship request. May 30, 2002 Email received from Carol Whitson/McLeodUSA: You may with draw my request [SCR042902-03]. I spoke with Eschelson and I am willing to withdraw mine. I would like to co sponsor the request from eschelson if that is possible. Please let me know if we can do that? May 24, 2002 Email sent to Carol Whitson/McLeodUSA regarding SCR042902-03: Would you please advise me of the status of this CR? At the Clarification Meeting held on May 9th, you stated that you would contact Eschelon to discuss the withdrawal of one of the CR's since they seem to be a duplicate of each other. Eschelon's CR is SCR042902-02. As a result of the duplication with SCR042902-02 submitted by Eschelon and your discussion with them, can we anticipate that one of these requests will be withdrawn at the June 20th System's CMP Meeting? These CR's are both scheduled to be brought forward to the CLEC Community on June 20, 2002. May 9, 2002 Additional information: Alan Zimmerman/Qwest advised that the 110125 records had a different distinction's between EC to IC and EC to EC. That distinction is what was eliminated. The 110125 records contain shaded areas which are optional and contain default values. Qwest will attempt to discuss as a walk-on at the next OBF Meeting to unshade those areas and make them required, as data is required for billing. Clarification Meeting - May 8, 2002: Attendees - Kathy Stichter/Eschelon, Peggy Esquibel-Reed/Qwest, Alan Zimmerman/Qwest, Carl Sear/Qwest, Doug Warren/Qwest Kathy Stichter/Eschelon is requesting that 110125 records be provided in lieu of 110105's in the Central region. Alan Zimmerman/Qwest stated that per OBF Issue 1953, the 1101025 records have been eliminated. Information is on page 3 of 320 of the document. Alan stated that other RBOC's are doing 110125's and the note in regard to EMI standards needs to be reviewed. Alan stated that the elimination of the 110125 records needs to be either reversed, at OBF, or the 110105's need to be provided. Kathy Stichter/Eschelon stated that she needs to discuss this with her people. Peggy Esquibel-Reed/Qwest advised that a request was also received from McLeod USA and is a potential duplicate.

| DRAFT RESPONSE June 12, 2002 RE: SCR042902-02 (OBF EMI 110125 for Toll Free Calling) Qwest has reviewed the information submitted as part of Change Request SCR042902-02. Based upon the scope of this CR as agreed to in the Clarification Meeting (held May 8, 2002) Qwest is able to provide an estimated Level of Effort (LOE) of 300 to 500 hours for this Wholesale Billing Interface Change Request. At the next Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Any clarifications and/or modifications identified at that time will be incorporated into Qwest’s further evaluation of this Change Request. Upon obtaining consensus from CMP participants as to the appropriate direction for Qwest to take on this Change Request, Qwest will review release schedules and development timetables in an effort to evaluate options for potential scheduling of Change Request SCR042902-02.
