Description Of Change
Integra requests the process and system changes needed so Integra can request that Qwest hold the Port portion of a Port In request until the facilities are converted and to hold the port on a Port Within request until the service is working at the new address using the DFDT field XX in IMA. Currently Qwest works the port portions of Port In and Port Within requests prior to completing the necessary facility work. This can lead to extended down time for end user customers. Qwest implemented a process and systems change to address this issue on Move orders (T&F orders). The timing of the port in Port In and Port Within requests is just as critical as the timing of the T and F orders on Moves.

In an effort to improve the end user customers’ experience, Integra is requesting that Qwest develop the process to hold the port portion of a Port In or Port Within request until the service/facilities are functional at the end user address. Integra requests a manual request process until the DFDT value of XX is available in IMA for Port In and Port Within request.

The DFDT does not apply to the Broadband/HSI portion of the telephone service. The original SCR and the Ordering Overview PCAT both defined the products impacted for DFDT on T&F requests be limited to Business service only. 
4/17/2009 Info Received From CLEC Response to 4/16/10 email Integra is aware of the limitations to the current DFDT XX process for T & F orders. We would prefer that no limitations would apply but we accept the current limitations (Business only - excludes HSI/Broadband) for SCR033009-2. Thanks.

05/19/10 Systems CMP Meeting Mark Coyne – Qwest relayed that this SCR was part of IMA R27.0 that was implemented in April. Since it has been over 30 days, Mark questioned whether it was OK to close it. Qwest does not have any outstanding tickets. NOTE: See May 2010 Systems meeting minutes under Section L Production Support Tickets for full discussion around status of open tickets.

04/21/10 Systems CMP Meeting Mark Coyne – Qwest relayed that this SCR was implemented in IMA R27.0 on 4/19/10 and will remain open until the May meeting.

03/17/10 Systems CMP Meeting Susan Lorence - Qwest relayed status. In regard to the IMA Release 26, SR012609-1, CSR – Feature Unit Rate (FUR), will be deploying 4/19/10 in addition to SCR033009-2, Allow DFDT field "XX" Functionality for Port In and Port Withing Request.

01/20/10 Systems CMP Meeting Mark Coyne-Qwest said this is a list of the current system CMP CRs. Mark relayed #7 SCR033009-2, Allow DFDT field "XX" Functionality for Port In and Port Within Request, has been packaged into Release 27.0 which has an effective date of 4/19/10.

4/15/09 Systems CMP Meeting Kim Isaacs-Integra said currently with port in and port within requests, Qwest is presenting the porting TN of that order prior to any facility work that needs to be done or prior to confirming the customer has moved to the new address. Kim said that Integra is requesting the ability to use the DFDT value of “XX” similar to the T/F moves existing process. She said that they are requesting that Qwest not close the port activity until the actual facility work is completed at the customer’s new location or if there is a loop re-use. Kim said that this will minimize the down time for the end user. She said that currently it appears that the port occurs in the morning and depending on when the field work is scheduled the customer is out of service for that period of time. Clarification Meeting

Lynn Stecklein-Qwest said reviewed the description of the change. Chuck Anderson-Qwest asked if this request to extend the DFDT “XX” to include LNP.

Kim Isaacs-Integra said that to include the DFDT “XX” in a scenario when you have the NP port service or resale form the number port directional populated.

Chuck Anderson-Qwest said that when you have the NPI populated you want the “XX” input and have it held.

Kim Isaacs-Integra said that they wanted the porting held until the facility work is done. She said that today the ports are happening 1st thing in the morning and the facility work is happening anytime that day so you have customers with extended downtimes.

Chuck Anderson-Qwest clarified that if the port work is done in the morning and they don’t get to it until late in the day that is a whole day without service.

Kim Isaacs-Integra said that port within is a different type of resale move that includes porting within Qwest’s central office and the porting piece is (4/20/09 Comments to minutes received from Integra) not part of the DFDT “XX”.

Chuck Anderson-Qwest asked if the scope of this request is wireless to wireline port.

Kim Isaacs-Integra said that was the wrong field and that it is on the individual port service form in the resale form (NPI field). Kim said that it would be port in working number, port within.

Chuck Anderson-Qwest said that for these products the “XX” is already there and when they flag the NPI with those 2 values and you submit “XX” in the DFDT, Integra is requesting that (4/20/09 Comments to minutes received from Integra) Qwest not port out in the morning but to hold until it is ready. Chuck said the submitting content is already available it is just a problem of when it is worked.

Kim Isaacs-Integra said that she was not sure if there was an edit in place that stops the “XX” when the NPI is set.

Bonnie Johnson-Integra said that the previous CR for the T/F was PC120803-1 and it in the history Qwest sent out the redline on PROS.03.05.04.F.01462.

Lynn Stecklein-Qwest asked if that work was done on a Product/Process CR.

Bonnie Johnson-Integra said that it was but there was system work too.

Chuck Anderson-Qwest asked if this was for any activity that happens or just for outside moves.

Kim Isaacs-Integra said that on the port in you will have the ACT of “N” and asked if you could have “C”.

Susie Wells-Qwest said that you could if you are adding to an existing account.

Kim Isaacs-Integra said that if you have a working Qwest account there wouldn’t be a problem because the facilities would already be there.

Chuck Anderson-Qwest said that there are times where you have to set up a new account on the port within where it will be an “N” or a new line on an existing account where there could be a “C”.

Kim Isaacs-Integra said that she did not think they would need if for a “C”.

Chuck Anderson-Qwest clarified that they would only need it on “N” and “T”.

Susie Wells-Qwest said that on a port in we get our direction from the Old Local Service Provider (OLSP) as far releasing the TN. Susie said that if we port in something to your reseller, UNE-P or QLSP service and we request the frame due time from the OLSP there is no guarantee that the OLSP is going to deactivate the TN in their switch at 8:00 am. Susie said that we can’t stop them if they do that.

Kim Isaacs-Integra said that she understood that but asked that we try to make it the best possible scenario for the end user. She said that she understood that Qwest has no control what the OLSP does. Kim said that if Qwest puts a frame due time of 8:00 a.m. and you know it’s not dispatched out until 3:00 p.m. on that due date that’s obviously going to (4/20/09 Comments to minutes received from Integra) cause an issue but asked that Qwest try to time them appropriately.

Bonnie Johnson-Integra said that she didn’t know if Qwest always put a 5:00 pm frame due time. She said that the worst case scenario is that if is Qwest installs it at 8:00 a.m. the customer would be working in 2 switches 8 hours a day which is much less of an impact than being completely out of service. Bonnie said that if Qwest did the installation in all cases on those did a 5:00 frame due time regardless of what time the installation occurs during the business day at the point in time that the port was done at 5:00 pm it would be done.

Susie Wells-Qwest said that the control of the port in rests in control of the OLSP. Susie said that on port within and port in that is an ACT of “N” for port in and act of “T” for port within.

Kim Isaacs-Integra said that you can also have an ACT of “V” too on a port within.

Susie Wells-Qwest said that Integra wants the ability on those types of orders to put in DFDT “XX” and that will be a flag to Qwest to use the same frame due time. That will put the port on hold until everything is ready at the new address.

Joyce Bilow-PAETEC asked if it would also be done on act of “Z”.

Susie Wells-Qwest said that it would be done on “V” and “Z” with a EUMI and ACT of “T” which is your own customer with the NPI = port within and ACT of “N” with an NPI of “C”.
