There is a need for providers to know if porting numbers (in/out with or without a loop) are associated with an end user's physical move to ensure the E911 database information is updated appropriately. Additionally OBF issue 2111 will add a new valid entry of 'N' (End user is not moving) to the EUMI (End User Moving Indictor) field on the End User form.
