OBF issue 2017 seeks to add transaction activities for validation by TN (telephone number) and adds notes to specific address fields to elaborate on how these fields relate when using the AFT (Address Format Type).
OBF issue 2017 should improve the validity of address data/information in both the ordering and pre-ordering practice.

All,
Qwest has received a request for further information regarding the reasons for proposing the withdrawal of SCR013102-07 (LSOG 6 - Issue 2017: Pre-Order Address Validation).
I hope the following recap of the discussion from the April Systems CMP meeting will answer the outstanding questions.
What we discussed in the April CMP meeting is that upon further definition of the candidate it appeared that the existing Pre-Order Address Validation functionality would not be considerably improved with this CR. Qwest initiated the CR believing, at the time, that the proposed LSOG change would provide improved address validation. This change request was initiated in response to OBF Issue 2017. The description of change request SCR013102-07 (available in the April Distribution Package or in the Systems Interactive Reports on the web) reads:
OBF issue 2017 seeks to add transaction activities for validation by TN (telephone number) and adds notes to specific address fields to elaborate on how these fields relate when using the AFT (Address Format Type).
OBF issue 2017 should improve the validity of address data/information in both the ordering and pre-ordering practice.
This description captures Qwest's belief, from when the CR was inititated, that the CR would result in improved validity of address validations. However, once the definition work for the CR was completed, it was determined that the functionality already exists using fields that Qwest currently provides.
The OBF issue, as Qwest understands it, would seek to add a new valid value of "E" (provisioning address) to the AFT field. A value of "E' indicates that the address sent on the address validation inquiry was either an alias or vanity address. The address supplied on the response should be used for ordering. This value is only applicable for pre-order.
Since Qwest already accepts a Provisioning address in Pre-Order Address Validation, adding a new valid value to the AFT (Address Format Type) field (as requested by the OBF issue) would only be cosmetic, and would not improve address validation.
Qwest would like to reiterate that the proposal to withdraw this CR is simply to allow resources to attempt to define change requests further down on the Initial Prioritization List. Qwest views this proposal as an opportunity to provide more CLEC value by potentially defining other request(s) that may add greater value than this change request. Any CLEC receiving this e-mail may elect to take over sponsorship of this CR if they believe that significant value will accrue from this change request. If one or more CLECs choose to sponsor this CR, Qwest is pleased to continue definition work for this CR and this CR will remain as a candidate for Packaging and Commitment for IMA 11.0.

As discussed at the Monthly Systems CMP Meeting on April 18, 2002, the initiator of SCR013102-07 (LSOG 6 - Issue 2017: Pre-Order Address Validation) would like to withdraw this change request. As agreed to in the meeting, this message is being sent to all IMA 11.0 voting participants to confirm acceptance of the withdrawal.
During the April Systems CMP Meeting Qwest explained that after completing initial system requirements for this change request, it did not seem to offer the benefits and value that were anticipated when the CR was initiated. Accordingly, Qwest has updated the change request to a status of "Pending Withdrawal."
Because of the relatively high ranking of this change request (it was ranked #6 out of 38 CRs for the IMA 11.0 release) Qwest and the CLECs agreed that all voting participants should be informed of the withdrawal request via this e-mail.
At the April Systems CMP Meeting Qwest indicated that if this change request is withdrawn, work on this change request would cease and resources would be freed to attempt to define change requests further down on the Initial Prioritization List. Qwest further indicated that if a CLEC wished to take ownership of this change request, this CR would continue through the definition cycle and remain eligible for Packaging and Commitment (to be presented in June and August Systems CMP Meetings respectively).
During the April Systems CMP Meeting, Qwest and the CLECs agreed to the following approach:
If any recipient of this e-mail wishes to "take ownership" of this change request, then this CR will remain as a candidate for Packaging and Commitment for IMA 11.0. In this case, work to further define this change request and attempt to fit it into the release will continue. Any CLEC wishing to take ownership of this CR may confirm their intent by responding to this e-mail NLT Friday, April 26, 2002.
If recipients of this e-mail agree with the request to withdraw this change request, no further action is necessary. At the April Systems CMP Meeting it was agreed that lack of response to this e-mail would constitute agreement with the withdrawal.

4/18/02 CMP systems meeting Connie Winston/Qwest reviewed CR. Connie Winston/Qwest stated that this was ranked #6 in the 11.0 vote. During definition, Qwest originally thought that this would benefit the CLECs. The AFT format field was something that Qwest was already doing. Connie Winston/Qwest asked to withdraw the CR from 11.0 and look at other candidates. Terry Wicks/Allegiance asked if a separate notification for all CLECs would be sent? Michael Buck/Qwest stated that an email notice could be sent but asked how and to whom the notice should be sent. Terry Wicks/Allegiance suggested that an e-mail (not a notice) be sent to only the CLECs that participated in the vote. There was no disagreement. Michael Buck/Qwest also indicated that a decision was needed quickly so as not to disrupt the development schedule if the CR was to be kept. All agreed to providing a response by COB Friday, April 29. Jonathan Spangler/AT&T asked what the next candidate was and asked if email could clarify what the next candidate would be. Connie Winston/Qwest stated that the CR’s in definition might not be packaged. Kathy Stichter/Eschelon asked if the email would require a response. Michael Buck/Qwest responded that a non-response would be an agreement, Qwest expects a response from those wishing to take ownership. Bill Micou/AT&T asked if this was being done behind the scenes. Connie Winston/Qwest responded that that was true.
