Covad would like the TOS Code removed as an ordering requirement. Although TOS is beneficial to Qwest (helps define billing and customer service), it really has no meaning for the CLEC. In order to accurately specify TOS, we must have access to the CSR, which means additional time and development. Covad would like Qwest to re-evaluate the need for TOS information and consider removing it as an ordering requirement. Information from Manuel Lozano ---- For the TOS field in LSOG 5. Qwest is not adhering to OBF guidelines. The field in LSOG 5 is Conditional for Activities N,C,T,V,W. Condition: Required when the ACT field is "N", "C", "T", "V" or "W" and the first position: of the REQTYP field is "E", "F" or "M" and the LTOS on the service specific form is not populated, otherwise optional. Basically, it is only required for Resale and UNE P/Port Services.

| The TOS code is a required field per OBF Guidelines. To remove it would cause the loss of order integrity during the CSR processing.
