The issue for Z-Tel relates to feature activities: The Business Rules as defined in IMA EDI state that when converting a UNE-P Customer, we must explicitly address all features that the customer Currently has, using the appropriate Feature Activity (FA) for each USOC, to Indicate the end result we desire. We need to be able to convert the customer as we specify, Migrate As Specified, without having to know the features and blocking activities the customer currently has. All other ILECs permit Migrate As Specified for UNE-P customers.
