Nancy Lubamersky of Qwest indicated that a change request was needed. During the AZ 271 workshop last week, Qwest said that Eschelon's comments brought to light an issue regarding the features that should be available with UNE-P but which are currently being rejected by Qwest's systems. (Or, orders are being processed but Qwest is removing the features later.) Generally, Qwest explained that, over time, thousands of USOCs have been developed for approximately 100 features. The same feature (i.e., a feature with the same functionality) may be associated with different USOCs depending on which of the three different regions is involved, different marketing campaigns over the years (where the same functionality was given a different name/USOC), class of service, different rates, etc. At this time, Qwest has loaded only a shorter list of features (with additional features to be added in December) and not the longer list of features that may mean the same thing. Therefore, a CLEC may order a feature using a USOC on the list of features available with UNE-P, but the system may nonetheless reject that order because the USOC doesn't match a different one that is being used within Qwest's systems in that situation. Eschelon understands that Qwest will eventually either load the full list of USOCs or provide mapping from the shorter list(s) to the full list of USOCs. Eschelon also understands that Qwest will not load USOCs until it associates prices (if any) with them. Qwest has indicated that Release 6.0 will include UNE-P-POTS. Because Qwest’s definition of UNE-P-POTS includes features, it seemed that availability and automation of features would have been a part of Release 6.0. If not, Eschelon asks Qwest to take any remaining steps necessary (including loading of all applicable USOCs and, if necessary and appropriate, rates) to ensure that CLECs may order all features that should be available with UNE-P and that Qwest will process those orders in a timely manner. Also, if Qwest is not making certain features (such as AIN or enhanced features) available with UNE-P, Eschelon asks Qwest to automate the process so that CLECs do not have to go to a separate source to identify such features. (This may involve a Feature Availability Matrix as to UNE-P.) As an interim step, Qwest indicated that it would post on its website lists of features/USOCs available with UNE-P, as well as features/USOCs that Qwest believes are not available with UNE-P (such as AIN and enhanced features). Either as part of this Change Request or as an open item, Qwest should explain these steps to the participants in CICMP and notify them when this addition to the website is complete. Rather than rely on recollections about what Qwest said about this issue, the transcript will contain Qwest's specific statements. This issue was discussed in particular on October 10-11, 2000. Much of the discussion took place in conjunction with Qwest Exhibit 4-5 (a drawing by Karen Stewart that was then printed). Nancy Lubamersky should be able to provide this documentation for circulation to CICMP participants. Eschelon requests that Ms. Lubamersky and/or Karen Stewart appear, either in person or by telephone, at the CICMP meeting to explain the particular issue for which Ms. Lubamersky indicated that a Change Request was required.
