Eschelon has struggled with Qwest’s inability to set final rules/prices/etc. to UNE-P products. From Eschelon’s perspective, it appears that rules are made up as we go along. We are ready to order UNE-P product; yet when when we try, the rules are changed and rejects occur. We require a final UNE-P product manual and procedure manual.
