Eschelon seldom receives notification of billing changes (rates/terms/etc.). Qwest simply makes the changes with no explanation of why the changes were made. Proper noficiation should include the rate change or rate structure change with references to specific tariff sections, interconnection sections, or contract sections of applicable documents.
