Implements flowthrough for LSR requests with ACT=T (transfer) for Unbundled Loop and Unbundled Loop with number port. This CR is related to the Electronic Flow-through Performance Indicator Definition (PIDs PO2A and B). Colorado Docket 01I-041T. The benefit to CLECs is that errors are caught earlier in the process and reduces the likelyhood that the CLEC customer will be impacted.
Qwest systems will create correctly formatted service orders for UBL requests with an ACT=T that will be accepted by the Service Order Processing systems. As part of this solution, IMA needs to validate that the CFA and NC codes submitted on the LSR have not changed from the CFA and NC codes currently on the end user CSR.
However, the Co-Provider has the option of populating either the CFA on the LS form or the APOT on the LSR form. When the APOT is filled out, there is nothing of similar format on the CSR to validate against, so the LSR must be dropped to manual handling.
Included in Scope 1. Unbundled Loop requests with Reqtype =AB and ACT=T are in scope. 2. Unbundled Loop NC codes of LX--, LX-N, LXR- are currently in scope.

| Qwest is concerned that there is no CR Type that clearly encompasses these CRs. Qwest believes these CRs are most closely aligned with the Regulatory Change CR type. Qwest proposes to address this concern during the next Redesign Working Session.
